Low fertility and aging are both a national pending issue and a problem that is directly linked to the survival of local governments. In this study, we propose an effective local administrative system to local government facing with population cliffs and local extinction to prevent the possibility of extinction and to cope with the administrative demand according to the new population type. To this end, we propose a composite index methodology as a reasonable predictor of extinction area, and evaluate the effect of the central government's measures on the low fertility and aging population by surveying Goheung County officials who are predicted to have the highest probability of extinction. In addition, through the factor analysis using SPSS, we propose efficient local administration system to prevent the extinction of Goheung County.
저출산·고령화는 국가적 현안인 동시에 지방자치단체에게는 생존과 직결된 문제이며, 최근에는 지방소멸에 대한 관심이 증대되고 있다. 본 연구에서는 인구절벽과 지방소멸에 직면하고 있는 우리나라 지방정부가 소멸 가능성을 사전 예방하고, 새로운 인구형태에 따른 행정수요에 적절히 대응하기 위해 필요한 효율적인 지방행정체계를 제시하고자 한다. 이를 위해 합리적인 소멸지역 예측 방안으로 복합지수 활용방법론을 제시하고, 소멸가능성이 가장 높은 것으로 예측된 고흥군 공무원들에 대한 설문조사를 통해 중앙정부의 저출산고령화 대책의 효과를 평가한다. 이와 함께 SPSS를 활용한 요인분석을 통해 고흥군의 지방소멸을 막기 위한 효율적인 지방행정체계를 제시하고자 한다.
