Risk and crisis management is one of the most basic tasks of nation. In order to protect the human lives and safety from such Risk and crises, concrete executive powers must be supported, as well as those specified in the Constitution and laws. In order to implement various policies and prepare disaster, Anticipatory Administration is often used as an administrative term to grasp demand and reduce risk in advance, but clear definition and essential elements have yet to be established. This study attempted to analyze in depth the components of Anticipatory Administration, as well as the lexical and academic definition of Anticipatory Administration required by future society. In addition, the desirable model and direction of successful forecasting have been sought. In the "Anticipatory Administration", anticipatory is aimed at prevention rather than treatment, and Administration is a system of institutions, rules and norms that provide foresight, networks, feedback to reduce risk and increase capacity through efficient response. This study clarify the lexical and academic definition of Anticipatory Administration before establishing an effective system to prevent disasters and protect the human from the risk, 2) to make each member It is meaningful to find out what the necessary perspectives are, and 3) to find a network where members can exchange opinions, an element for practical implementation, and an institutional infrastructure in which feedback can be vigorously acted.
재난관리는 국가가 수행해야 하는 가장 기본적 임무 중 하나이다. 국가가 재난과 같은 위기로부터 국민의 생명과 안전을 지키려면, 헌법과 법률에 명시하는 것뿐만 아니라 구체적 실행 가능한 행정력이 뒷받침되어야 한다. 예측행정은 재난 대비뿐만 아니라 각종 정책을 실현하기 위해 사전에 수요를 파악하고 위험을 줄이는 행정용어로 많이 사용하고 있으나, 아직까지 명확한 정의와 필수요소 등이 정립되어 있지 않다. 이에 본 연구에서는 미래사회가 요구하는 예측행정의 사전적·학술적 정의와 함께 예측행정구현을 위한 구성요소에 관해 심층적인 분석을 시도하였다. 또한, 성공적인 예측행정의 바람직한 모델과 방향은 무엇인지 모색해 보았다. "예측행정"에 있어 예측(Anticipatory)은 치료보다 예방을 목적으로 하며, 행정(Administration)은 신속한 대처를 통해 위험을 줄이고 역량을 늘리기 위해 미래예측, 네트워크, 피드백을 제공하는 기관, 규칙, 규범의 시스템으로 정의할 수 있다. 본 연구는 1) 재해를 예방하고 그 위험으로부터 국민을 보호하는 효과적인 시스템을 구축하기에 앞서 예측행정에 대한 사전적·학술적 정의를 명확히 하며, 2) 시스템의 성공적인 구현을 위해 각 구성원들에게 필요한 관점이 무엇인지 확인하고, 3) 구성원들이 의견을 교환할 수 있는 네트워크와 실질적인 실행을 위한 요소, 피드백이 활발히 이루어질 수 있는 제도적 인프라를 모색한다는 점에서 의미를 가진다.
