As a secretary who works for the National Assembly and contributes to devise viable alternatives to the government's policy execution, I thrive to implement and prepare new policies of Korean government. In addition, I assist and support the member of the National Assembly, deliberating the validity of legislation and conducting parliamentary inspection of the government office, but at the same time, witnessing the limitation of checks and balances. In fact, the incomplete legislation has a huge impact on a daily routine of everyday life, or a budgetary deficit and the lack of administrative conditions disclose issues in the process of carrying out a policy without adequate preparation with the government.
The purpose of this research is to analyze any issues and correct them arising from the legislative process of the National Assembly’s deliberation for a legislative bill related to science and technology, pursued by the regime. Based upon the analysis of the National Assembly’s minutes, the review report, and the opinions of the relevant experts, it is clear that a political approach comes prior to a scientific approach when reviewing legislative bills related to scientific technology such as the International Science & Business Belt, Medical Service Oversea Assistance, Act on Low Carbon & Green Growth. Moreover, it is imperative to examine the cause of unsuccessful budget support related to the national project of scientific technology mentioned above.
In terms of institutional management, a number of tasks are assigned to locate the countermeasure and the inevitable in the course of deliberation; these tasks should be rectified by the refined system of legislation and consent.
본 연구자는 현직 국회 비서관으로서 정부의 정책 집행 등에 대해 국민의 눈높이에서 합리적 견제와 함께 실효적 대안을 마련하는데 일조하고 있다. 하지만 헌법기관인 국회의원을 보좌하며 국회의 법률심의와 국정감사 등 견제 기능의 한계 또한 목격한다. 즉 미완성의 법률이 국회를 통과해 일상생활에 막대한 영향을 미치거나, 사전에 정부와의 충분한 준비없이 정책이 집행되는 과정에서 예산부족, 행정여건 불비 등의 문제를 노정한다.
본 연구는 정권이 역점을 두고 추진하는 과학기술 관련 법률안에 대한 국회 심의과정의 문제점을 분석해 이를 개선하기 위함이 그 목적이다. 이를 위해 국제과학비즈니스벨트법, 의료해외진출 지원법, 저탄소녹색성장법 등의 과학기술 관련 법률안에 대해 국회 회의록 분석과 검토보고서, 관련 전문가 의견 및 인터뷰 등을 통해 심의에 있어서 과학적 접근이 아니라 정치적 접근이 우선한 점을 확인한다. 관련 예산지원도 당초의 계획대로 반영하지 못해 정권차원에서 역점적으로 추진한 과학기술 관련 국책사업이 원활하게 추진되지 못한 점도 살펴본다.
국회심의의 제도적 운영 측면에서 개선할 점을 찾아내 국회가 스스로 고치지 못하는 점에 대해 구체적으로 선별한 뒤, 차제에 입법과 합의로 이를 시정할 수 있는 시스템 보완을 이루어내는 절차가 뒤따라야 하는 과제를 제시한다.
