In order to make a safe society,the participation of citizens in policing activities is becoming increasingly important due to its crucial ability to broaden the scope of surveillance and security activities, which is far more efficient compared to traditional methods which rely on fixed surveillance cameras and group patrolling. This thesis explores how the development of information and communication technology can be leveraged to support a novel form of citizen participation. In particular, I study how pervasive digital recording technologies, such as smartphones, can be applied to envision an innovative form of community policing to increase community safety and public order. In other words, for issues that affect the public, such as community safety and public order maintenance work, community members are able to participate in distributed patrolling tasks using mobile devices, by collecting digital videos on the street and sharing events among members. To move towards that goal, a real campaign and related software were carefully designed and developed. Furthermore, a four-week real-world experiment was conducted at a university campus to verify the feasibility of the campaign and to understand the behaviors and characteristics of the community members participating in the campaign. Various key factors that could affect performance such as task planning patterns, work concerns, and sustainable participation were carefully explored. Our experimental results help derive the design implications to be considered when designing community policing activities with mobile crowdsourcing.
안전한 사회를 만들기 위해 시민들이 치안 활동에 참여하는 것은 기존의 CCTV나 경찰에 의존하던 방식에 비해, 감시 및 보안 활동의 시간 및 지역 범위를 넓힐 수 있다는 점에서 그 중요성이 대두되고 있다. 정보 통신 기술의 발달은 이러한 형태의 시민 참여를 다양한 방면에서 지원해줄 수 있는 환경을 만들었다. 본 연구는 모바일 디지털 영상 촬영을 활용한 크라우드소싱을 적용하여 커뮤니티의 안전 및 질서 유지를 위한 커뮤니티 치안활동 캠페인 및 플랫폼을 디자인했다. 커뮤니티 구성원들은 크라우드소싱 과업인 순찰을 하고, 모바일 기기를 활용해 디지털 영상 자료를 수집하며 이벤트를 제보함으로써 커뮤니티의 안전 및 질서 유지에 참여할 수 있다. 디자인된 캠페인의 실현 가능성을 파악하기 위해 캠퍼스 커뮤니티를 대상으로 캠페인을 진행했다. 또한, 캠페인에 참여한 커뮤니티 구성원들의 행동 및 특성을 이해하기 위해 과업 수행 계획 패턴 및 수행 우려사항, 수행의 지속성에 영향을 줄 수 있는 요인을 탐색했다. 이를 바탕으로, 모바일 크라우드소싱을 활용한 커뮤니티 치안활동을 디자인할 때 고려해야 할 디자인 함의를 도출하고 후속 연구를 제안한다.
