The video coding for very low bit rate has recently received considerable attention, but conventional block based transform coding schemes suffer from the blocking effect for the constraints of bit rates. In this thesis we present a video coding scheme based on wavelet transform and multiresolution motion estimation/compensation with variable size block(VMRMC) for very low bit rate channel. The proposed scheme uses global wavelet transform which is flexible to represent nonstationary image signals and adaptable to the human visual characteristics. The wavelet transformed coefficients are coded by multiresolution vector quantization for intraframe and by VMRMC for interframe in wavelet transformed domain to reduce bit rates and to avoid blocking effects. It is shown that the proposed scheme has a superior performance in terms of the PSNR(peak signal to noise ratio) by 0.2-0.5 dB as well as subjective quality to conventional block based transform video coding techniques.
