In this study, the effects on the public and private network, which are caused by regulation policies and pricing in the leased line market, are analysed. For this purpose, we compare various scenarios by computer simulation technique. Despite of its high importance, we did not get significant results because sufficient data are absent. But, we believes that the simulation models are more prctically implementable as the data are cumulated and the simulation models are far more refined.
