Digital Cellular technology has greatly enhanced the capability of coping with the increasing demand for mobile communication service. In digital systems, there are two basic multiple access schemes: TDMA and CDMA.
In cellular systems, the blocking probability is one of the most important grade of service(GOS) standards, and the blocking of handoff call is more critical than that of new call.
In this paper we consider a CDMA system with call control policy giving priority to handoff call where the traffic distribution is nonhomogeneous. For this system we define the blocking probabilities of new call and handoff call. We suggest an optimum model which minimizes total blocking probability of handoff call. Our model decides the value of threshold for each cell to provide a prespecified level of GOS.
We devise a local search heuristic for this model and the proposed heuristic is verified by realistic sample data.
