This thesis deals with the design and implementation of a transiceiver which uses a wireless infrared link instead of a microwave link. This system consists of a PIN diode, a lens, an optical filter, 24 LEDs and electrical communication devices. The FSK modulated subcarrier signals are transmitted from LEDs to the PIN diode through quasi-diffuse optical links. The 4 channels can be used by the multiple access scheme. When the transmission speed is 19.2kbps, the transmission error rate below $10^{-7}$ can be achieved at the point 10 meters away from the source.
