Because of the weakness of industrial competitiveness, Korea makes efforts to use technologies developed by the government research institutes. She also emphasizes joint research with enterprises. But the use of developed technologies is very limited because technology transfer policy is carried out fragmentarily and short-sightedly. This thesis tries to show a conceptual model of strategic R \& D management system so that the use of developed technologies by the government research institutes is carried out positively and systematically. Technology innovation starts from technology transfer. In commercialization it is the most important thing to make the best use of researcher because the technology is embedded in him. Since the labor cost of researcher consists 30 to 50 percent of R \& D expenditures, researchers are very important fixed assets. After all, strategic R \& D management system is the life cycle management system of researcher and stirs up a strong will to work. Then researcher becomes the nucleus of the conception of strategic R \& D management system. This strategic R \& D management system consists of strategic planning and management control. For the management control the direct participation of enterprises and the cultural difference between researchers and enterprises ought to be considered. To accomplish national strategic goals this system presents the following : R \& D information market, information broker, designation of excellent engineering development group, establishment of strategic partnership between researchers and enterprises or industry, use of patent on the evaluation as a standard, control of researcher to use the conception that research expenditures is not a grant but a cost, and introduction of profit concept as incentive.
