This study considers a monopoly service seperated into two part, i.e. one part is a monopoly market subject to regulotion and the other is a duopoly market with competition. We examine the effects of (i) monopoly service seperation that focus on access charge rule. In the telecommunication industry, access charge is especially important to universal service \& competitive environments, (ii) asymmetric regulations (ratio of output level regulation, rate of return regulation, maximum price regulation, price-cap regulation), that counteract the monopoly distrotions and additionally suggest comparative analysis. In the appendix, models of regulation are developed and analyzed with respect to incentives for choice of technology, diversification into competitive markets and choice of wasteful input.
