This paper describes the two-layer coding of video signals over VBR (Variable Bit Rate) network. It uses the hybrid coder (MC-DCT DPCM) as the first layer's coder and the DPCM coder as the second one. It divides the layer accoding to the bit rate of first layer. The first layer's bit stream is guaranteed aganist losses, while the second adds the picture quality. The proposed scheme achieved the fixed bit rate in the furst layer and the fixed SNR in the second layer. The performance of the proposed scheme was tested with 256*256 trevor image. Simulation results show that the coder performs well for 10% defects of the total number of blocks.
