This dissertation examines the knowledge production about hazards in the compensation regime, with a case of asbestos in South Korea. On the increasing environmental health concerns, Asbestos Injury Relief Act was passed in 2010 for compensating the victims. This dissertation aims to portray the compensation system as an arena of active discussions about asbestos hazard, rather than a static legal and administrative system and describes the ways in which knowledge about the hazard is produced before and after the compensation law was passed. Asbestos activism and environmental health policy are important areas for knowledge production. Environmental activists and patients, government scientists and medical experts, health center staff and local residents have all participated in the debates about asbestos hazard, especially on the problems related to measurement of asbestos pollution, diagnosis of asbestos-related diseases, and the assessment of the relationship between the pollution and health consequences. The analyses of the published and unpublished documents, participatory observation of asbestos activism and Asbestos Environmental Health Centers, and interviews with activists, patients, and experts show that producing, challenging, and contesting knowledge about asbestos hazard are central to sustaining asbestos activism and implementing health policies on asbestos within the compensation regime.
이 논문은 보상레짐 내에서 위험물질에 대한 지식생산이 어떻게 일어나는 지 한국의 석면 사례를 통하여 분석한다. 증가하는 석면과 환경보건에 대한 우려로 2010년 석면피해구제법이 통과되어 피해자들에 대한 보상체계가 마련되었다. 보상체계를 법적, 행정적 체계가 아닌, 석면에 대한 활발한 지식 논의의 장으로 바라봄으로써 이 논문은 피해보상법 제정 전과 후에 위험물질에 대한 지식생산이 어떻게 이루어졌는 지 분석한다. 특히 석면운동과 환경보건정책의 영역에 주목하여, 문헌연구, 석면운동과 석면환경보건센터에서의 참여관찰, 운동가, 환자, 전문가들에 대한 인터뷰를 수행하였다. 환경운동가와 환자, 정부 과학자와 의사, 건강검진센터 직원들과 지역주민들은 특히 석면오염의 측정, 석면관련질병의 진단, 그리고 석면노출과 질병사이의 인과관계와 관련한 지식 생산에 참여하였다. 석면에 대한 지식의 생산, 도전, 그리고 논쟁은 보상레짐 내에서 석면운동의 지속과 환경보건정책의 시행에 핵심적인 요소였다.
