This study investigates the impact of youth unemployment on future society. In principle the youth unemployment is an economic problem caused by mismatch of labor demand and supply. But it also has huge impact on future society. Thus, it is important to carefully investigate various fields of future such as economy, population and others which can be affected by youth unemployment. Using STEPPER(Society $\cdot$ Technology $\cdot$ Environment $\cdot$ Population $\cdot$ Politics $\cdot$ Economy $\cdot$ Resources), the study finds the youth unemployment in Korea lowers not only current wage level but also future wage level of young people with unemployment experience. The youth unemployment resulted in financial burden of parent generation and it is highly associated with high youth voter turnout in next election and low birth rates and population declines. The second theme of the study is to evaluate future forecast capacity of 18 government youth unemployment measures announced from 2003 to 2016. The result shows the government measures only regarded short-term future with less than 5 years rather than long-term future with more than 10 years. Also, the measures only focused on solving the past and current problems rather than foreseeable problems and lacked using future forecast methodology and policy feedback process. For policy implication, it is important to enhance the forecast capacity of Korean government by adopting a ‘future impact assessment test’ for major government policy measures and by introducing a binding requirement to announce a national future vision upon inauguration of new President by revising relevant laws.
본 연구는 청년실업 문제가 미래사회에 미치는 영향에 대해 분석한다. 청년실업은 단순히 수요와 공급의 미스매치에 기인하는 경제적 현상에 그치지 않고, 미래사회에 유의미한 파급력을 주고 있다. 특히 미래경제와 미래인구 등 다양한 분야에 영향을 미치는 중요한 과제이므로 이와 관련한 면밀한 연구가 필요하다. 본 연구는 사회,기술,환경,인구,정치,경제,자원 측면을 고려한 연구방법론인 스텝퍼(STEPPER) 분석을 통해 청년실업을 살펴보았다. 그 결과 청년실업 문제는 개인의 현재소득 뿐만 아니라 미래소득 감소로도 이어지고 부모세대의 부담을 늘리며 실망한 청년들의 적극적인 투표율 증가 및 우리 국가, 사회적 심각한 현안인 저출산 및 인구감소 현상과도 관련(associated) 되어 있는 것으로 나타났다. 본 연구의 두 번째 주제로 지난 14년간(2003-2016) 발표된 18건의 정부 청년실업대책을 조사한 결과, 정부대책은 현재 및 5년 미만의 단기 미래를 바라보았고 정부대책의 목표도 과거 및 현재 문제 해결에 집중되었으며 미래예측을 위한 방법론은 사용되지 않았으며 관련대책에 대한 피드백 절차도 부족한 것으로 나타났다. 정부에서 발표하는 정부대책의 미래역량을 제고하기 위해서는 주요 정부정책에 가칭 ‘미래영향평가제도’를 도입하고 새로운 정부 출범시 국가미래비전 제시를 의무화하는 법 개정이 필요함을 시사점으로 제시한다.
