In order to optimize disaster response strategies this study aims to develop an alternative model for the disaster management system that can resolve the governance paradox between centralized system and distributed system, which causes an inefficient onsite response under an efficient decision-making or impotent decision-making in an efficient onsite response. What this paper suggests as a means of overcoming the estrangement between decision-making and onsite response is ‘O2O Disaster Management Process.’ This model enables the search for various strategies in a virtual environment, making use of Big Data and AI. Combined with the block chain technology, the transparency of the disaster management process will be ensured. This self-organizing system of disaster management based on the values of openness, sharing, and trust will work in a unified way to overcome a disaster despite the non-linear interactions among components. This paper concentrates on the application of O2O service-design to the disaster relief operation system, and further examines the possible innovation of the whole disaster management system with the same principles and concepts through the interviews with experts.
이 연구는 4차 산업혁명의 기술혁신을 토대로 온라인과 오프라인 융합 환경에 기반한 O2O 재난관리 프로세스를 제안한다. 이 모델은 특히 거버넌스 패러독스, 곧 효율적인 중앙 집권화 체계의 비효율적인 현장 대응 혹은 민주적 분권화 체계의 무력한 의사 결정이라는 딜레마를 극복하고자 한 것이다. 이에 본 연구에서 구상한 O2O 재난관리 프로세스는 가상의 재난현장 평행모델에서 빅데이터 인공지능을 통해 최적의 대안을 실시간 탐색하고 전략적 가치를 창출한다. 또한 블록체인이 전략 수행 과정의 투명성을 기술적으로 확보하여 즉각적인 현장 대처에 대한 신뢰와 행동 근거를 마련한다. 이 과정을 통해 끊임없이 자기조직화를 이루는 재난관리체계는 유동적인 재난 상황에 선제적으로 대응하면서 통합된 방향으로 재난을 극복해 나아갈 수 있다. 본 연구는 이러한 개념을 O2O서비스디자인으로 구체화하여 재해구호물자 운영에 적용하였으며 동일한 원리를 재난관리의 각 분야로 확장할 수 있는 가능성을 함께 검토하였다.
