It is desirable to use Non-Hierarchical Routing Strategy for minimizing cost and upgrading flexibility while satisfying Grade of Service of Teletraffic network. Thus the Non-Hierarchical Network Design Models for Originating Office Control-Sequential Routing and two other routing methods were studied in this work.
The models are heuristic iterative design models to minimize network marginal cost increments based on initial network structure with fixed efficient link blocking probabilities. Major steps are determining link flows and checking Grade of Services for each origin-destination pair. If there exist pair or pairs being unsatisfied the Grade of Service, then the link flows are recalculated after updating link blocking.
It could be determined that the Non-Hierarchical Network using Originating Office Control-Sequential Routing could save about 5% of the network cost of the Fixed Hierarchical Network.
