The structure and electrical properties of water oxidation electrode can greatly affect the electrochemical stability of catalysts and current density during electrolysis. In particular, three-dimensional (3-D) metal substrates are very attractive for efficient water oxidation due to a large surface area; however, just a few examples have been reported to investigate the impact of micron-scale 3-D architecture of electrodes on catalytic performances of water oxidation catalysts. Herein, we introduce stainless steel/cobalt phosphate (SS/Co-Pi) core-shell microfibers for efficient water oxidation by the electrodeposition of Co-Pi on a porous SS mi-crofiber mesh, which has a high conductivity and excellent corrosion resistivity. The SS/Co-Pi core-shell microfibers show a high current density ($10.45 mA cm^{-2}$) and a low onset potential (1.02 V vs. RHE) compared to those of Co-Pi deposited on a SS foil ($7.53 mA cm^{-2}$ and 1.14 V vs. NHE, respectively). Under an applied potential of 1.4 V, the turnover frequency of oxygen evolution by the SS/Co-Pi core-shell microfibers is $2.82 msec^{-1}$, which is 1.8 times higher than that of the Co-Pi deposited on a SS foil ($1.48 msec^{-1}$). This study suggests that cost-effective and earth-abundant SS microfibers could be a promising substrate for efficient water splitting with a high current density and a low onset potential.
