Autonomous vehicle is the vehicle that overcoming various outdoor environment changes such as surroundings and road conditions etc., avoiding obstacles, determining travel route by itself, controlling the vehicle, drives independently up to the final destination.
Since demand for securing traffic safety and improving of driving ease are growing, autonomous driving is expected to emerge as a core technology element in future global automobile industry. As autonomous vehicle will be a combination of product, service and content, it will be "golden goose" creating a new higher value-added business with a change of life style. Since commercialization of autonomous vehicle is not only a problem of the ease and enjoyment but a notice of the reorganization of the industry and social paradigm shift, in field of studying commercialization point for autonomous vehicle, social scientific predictions are required beyond the curiosity of a individual.
In this research, to predict the future of the autonomous car, adding a policy element to the existing TSE research methods and complementing to appropriate prediction method of the autonomous vehicle, with the TSE + P Analysis-Method which is a new future prediction method, future of autonomous vehicle is analyzed in the view of technology, society, economics and policy comprehensively.
In spite of insignificant legislation to allow driving license of autonomous vehicle in public roads and lack of legal and institutional basis to discuss a matter of responsibility of accident, the reason for conversion into age of autonomous vehicle is that US and European transport policy agencies gradually lead the age of autonomous vehicle applying basic technology of autonomous driving with establishing legislation and regulation system. In order to be competitive in the global automotive market, institutional maintenance and review such as standard, performance, safety, licensing, automobile management act and road traffic act etc. are considered to be urgent.
Encouraging policy for new technology emerged through the gateway of the law can expand acceptance of society, regulation system leads increase of completeness of technology with active technical development for company to reduce the burden such as defect accountability issues and rise of material cost. Completeness of new technology enhanced by the blueprint of policy institutions with public confidence and efforts of corporation cause higher social trust which gradually improves demand of society. Increase of demand brings decrease of the price of new technology and progress to economy of scale. In the order of beginning of technology, promotion of policy, social acceptance and economy of scale, new technology will take place in the lives of the public through beginning, development and maturation. Promotion of policy making smooth circulation of elements of technology, society and economy, is one of the key factors for development of the new technology.
As a model of studying a process of development of certain technologies, TSE+P analysis-method's in-depth study in the view of technology, society, economics along with policy will be Core-Key that separates the success of business.
자율주행자동차란 차량 주변 환경 및 주행 도로상황 등 다양한 실외 환경변화를 극복하고 장애물을 회피하여, 주행 경로를 자체적으로 결정하고 차량을 제어하여 최종 목적지까지 독립적으로 주행하도록 하는 자동차이다.
교통 안전 확보와 운전 편의성 향상에 대한 요구가 점차 증가하면서, 자율주행이 미래 글로벌 자동차산업의 핵심기술 요소로 부상될 것이라 전망된다. 또한 자율주행자동차는 제품, 서비스, 컨텐츠의 결합이 될 것이기 때문에, 라이프 스타일의 변화와 함께 다양한 고부가가치의 新비즈니스 기회들을 창출하는 “황금알을 낳은 거위”가 될 것이다. 자율주행자동차 상용화는 단순히 자동차 이용 편의와 즐거움만의 문제가 아니라 관련 산업의 재편과 사회 패러다임 변화를 예고하기 때문에, 자율주행자동차 상용화 시점에 대한 궁금증은 단순한 개인의 호기심을 넘어 사회 과학적 예측이 필요한 분야이다.
연구 방법으로 자율주행자동차의 미래를 예측하기 위해 기존 TSE(Technology-Society-Economy)에 정책(Policy)적인 요소를 추가하여, 자율주행자동차의 미래예측에 적합한 방법으로 보완하여 새로운 미래예측 방법인 TSE+P분석법(Technology-Society-Economy-Policy:기술-사회-경제+정책)으로 자율주행자동차의 미래를 기술, 사회, 경제, 정책 측면에서 통합적으로 집중 분석하였다.
자율주행자동차의 공공도로에 대한 드라이빙 라이센스를 허용하는 법안이 미미한데다, 사고발생시 책임소재를 논할 법·제도적 근거가 없는 상태에서 자율주행자동차 시대로 전환되는 이유는 미국과 유럽의 교통 정책기관들이 안전부문 법규 제정과 상품성 규제로 자율주행의 기본 기술들을 적용하게 하는 정책적 환경변화가 자율주행차 시대를 점진적으로 견인하기 때문이라고 보았으며, 글로벌 자동차시장에서 경쟁력을 확보하기 위해 자동차의 규격, 성능, 안전성 기준, 라이센싱, 자동차 관리법, 도로교통법 등의 제도적 정비 및 검토가 시급할 것으로 판단되었다.
신기술에 대한 장려 정책은 사회의 수용성을 확대시킬 수 있으며, 신기술의 적용을 유도하는 규제 제도(의무적용)는 기업들에게 제품하자 발생시 책임소재 문제와 재료비 상승 등 부담을 줄이기 위한 적극적 기술 개발로 기술의 완성도가 높아진다. 공신력 있는 정책 기관들의 청사진과 기업의 노력에 의해 제고된 기술의 완성도는 사회적 신뢰를 높아지게 해 점차 사회의 수요를 향상케 한다. 수요가 높아지게 되면 신기술의 가격 하락을 가져와 시장 규모의 확대로 진행된다. 이는 기술의 태동, 정책의 장려, 사회적 수용성, 시장 규모의 확대순 으로 신기술은 태동, 발전, 성숙을 거처 대중의 삶속에 자리잡을 것이다. 정책의 장려는 기술, 사회, 경제의 요소들을 원활하게 순환하게 하여 신기술이 발전하는 핵심 인자중 하나인 것이다.
TSE+P 분석방법이 특정 기술의 발전과정을 연구하는 모델로서, 기술, 사회, 경제 분석과 더불어서 P(Policy;정책)관점에서의 심도있는 연구는 그 경중(輕重)에 따라 기업의 사업 성패를 가르는 핵심 키(Core-Key)가 될 것이라고 보았다.
