Severe environmental conflicts that involve social costs suddenly show up as big issues at a specific moment and disappear at a particular point regardless of conflict resolutions. This study particularly takes note of the time of magnifying these issues and the election period that is commonly interrelated. Thus, focusing on the cases of some environmental conflicts, this study will extract statistically common phenomena, build up the progress pattern of environmental conflicts, and present the analysis result of whether or not this pattern and real politics correlate with each other.
Based on three excessive environmental conflicts that have arisen in Korea since 2000, this study analyzed the 1,456 cases of environmental conflicts - Bu-an radioactive waste disposal conflict, Jeju naval base construction conflict, Mil-yang power transmission tower construction conflict - reported in three main television news programs such as KBS, MBC and SBS. First analyzing the frequency of reports per period, this study will show that the magnifying time of each issue and real time of election commonly correlate with each other. Also, by statistically introducing how much the intervention of politics relatively affects the period to magnify the issue, this study will present the correlation between the intervention of politics and environmental conflicts.
So far in the management of environmental conflicts, the intervention of politics has not been thought of as a critical variable. So, this study suggests that the intervention of politics should be considered one of factors to amplify the conflict. If the patterns in the past could be the standard of future prediction, this study can be helpful for the prior management of environmental conflicts.
이 연구는 필요 이상의 과도한 사회적 비용을 수반하는 극심한 환경 갈등의 반복성에 주목해, 개별 사안들의 공통점을 추출함으로써 이슈화의 패턴을 규명하고자 했다. 특히 환경 갈등이 최대 이슈로 부각됐다가 소멸되는 시점은 선거 시기와 맞물리고 있음을 복수의 사례 분석을 통해 통계적으로 입증하고자 했다. 나아가 환경 갈등의 유발 요인에서 기존에 주목되지 않았던 정치와의 상관관계를 분석해, 환경 갈등의 이슈화 패턴에서 정치권의 개입이라는 변수가 다른 요인 못지않게 작용하고 있음을 근거로 제시하고자 했다.
이 연구는 부안 방사성 폐기물 처리장 입지 갈등과 제주 해군기지 건설 갈등, 밀양 송전탑 건설에 따른 갈등 등 세 개 사례를 중심으로 KBS와 MBC, SBS 등 지상파 3사의 관련 TV뉴스 보도 1,456건을 분석해, 이들 환경 갈등 이슈가 ‘어느 시점에 부각됐고, 그 시기에 주요 등장 주체는 누구였으며 당시 주요 언급된 쟁점은 어떤 유형이었는지’를 통계적으로 조사했다. 먼저 시점별 이슈화 정도를 관련 보도의 빈도로 측정한 결과, 그래프가 급격히 상승해 최초 정점을 찍은 시기는 공통적으로 선거를 1년 앞둔 범위에 분포하고 있었다. 이후 반년 동안 높은 수준을 유지하던 보도 빈도 그래프는 선거 실시 시점과 맞물려 급격히 소멸됐다. 이슈가 극대화된 시기의 보도에서 등장 주체를 유형별로 살펴보면, 정치권 인사와 외부 단체의 비율이 다른 시기에 비해 일시적으로 현저히 높았음을 발견했다. 심할 경우 갈등의 직접 당사자인 정부와 주민의 등장 비율을 압도하며 갈등의 주체로 부각됐다. 또 이 시기에 언급된 쟁점을 유형별로 분석한 결과, 정치권의 책임 공방과 시위 강경 진압에 대한 적정성 논쟁의 비중이 다른 기간에 비해 현저히 높았고, 이 역시 갈등의 본질적 쟁점을 압도하기도 했다. 이는 패턴으로서 공통성을 가지며, 이 패턴은 정치의 개입과 상관관계가 있음을 추론할 수 있었다.
이 패턴 분석 결과는 다음과 같은 시사점을 제시한다. 첫째 정치가 개입돼 이슈가 부각되고 나면 대화를 통한 해결이 어려워진다. 갈등의 제3자가 갈등의 주체로 등장하면서 타협할 주체가 늘고, 협상해야 할 장점도 많아진다. 특히 이 단계에 등장하는 쟁점은 갈등의 본질과는 거리가 있는 소모적 책임 논쟁으로서 서로의 감정만 자극해 오히려 사태를 악화시킬 가능성이 크다. 둘째, 환경 갈등 관리 측면에서 지금껏 경시됐던 정치라는 변수가 더욱 비중 있게 고려돼야 하며, 이를 토대로 갈등 관리 시스템을 정비함에 있어‘시점’에 대한 요소가 강화돼야 한다. 한국의 현행 환경 갈등의 원인 분석이나 관리 방안이 갈등의 사후 해결에 초점이 맞춰져 있다는 점에서 이 연구는 새로운 시각으로의 방향 전환을 제시하고 있다.
마지막으로 과거의 패턴은 향후 갈등을 예측할 수 있는 자료가 될 수 있다는 점에서 향후 선제적 대응 방안을 구체적으로 마련함에 있어 보탬이 될 것으로 보인다.
