This thesis examines citizens who pave their way in renewable energy productions. They problematize the structure of the traditional energy system of South Korea, which has been highly controlled by the central government and large utility providers. While Korean policy discourse is dominated by the concept of efficiency and economic growth, citizens put equal emphasis on issues of democracy, decentralization, and independence. Building on the recent literature on energy policy and citizen participation, my research looks at diverse types of citizens who engage in the current renewable energy initiatives and analyzes the challenges they face. My analysis of citizen participation also suggests that the current energy policies focus less on enabling citizens to continue to participate in energy production than on incentivizing them to enter the energy system.
최근 재생가능에너지 정책에 대한 관심은 기후변화와 탄소배출량 감축에 관한 국제 사회의 압력, 후쿠시마 사건 이후 원자력에 대한 불안감, 그리고 에너지 시스템을 민주적으로 바꾸고자 하는 시민들의 의지를 바탕으로 증가하고 있다. 전통적으로 시민들은 에너지의 생산, 분배, 소비 과정에 관여하지 못하고, 크게 그 중요성을 인식하지 않는 수동적인 소비자로 여겨졌었다. 그러나 시민단체들의 요구와 시민운동에 의한 에너지 정책의 증가로, 근래에는 더 다양한 목적과 관심을 가진 사람들이 에너지 생산 과정에 참여하게 되었다. 본 연구에서는, 최근 국내 에너지 정책들은 많은 시민들을 끌어들이기 위해 인센티브들을 제공하고 있지만, 시민들이 지속적으로 참여할 수 있는 장치에 대한 고려는 부족하다고 제시한다. 또한, 시민들은 에너지 계획에 참여하면서 전문 용어, 대기업과의 경쟁, 까다로운 절차 등으로 인해 어려움을 경험하고 있다. 이 논문에서는 많은 시민들이 민주적 에너지 생산과 분배, 안전성 등에 관심이 있는 반면, 현재 에너지 정책들은 재생가능에너지의 총량 혹은 특정 재생에너지의 비율 증가 등 정량적인 목표에 집중되고 있음을 지적한다.
