Recently, Korea Electric Power Corporation has been suffering difficulties from foreign debt which is the major financial source because of ongoing depreciation of won and deteriorating loan conditions in the international financial markets.
On the other hand, however, power system expansion that requires a very large amount of foreign exchange should be carried out almost every year in order to meet the rapidly growing demand of electricity. Most of the foreign exchange is raised through loans, thus taking KEPCO's financial state from bad to worse.
The purpose of this thesis is to find out an expansion plan exerting less pressure upon KEPCO in terms of its foreign exchange requirement. In an attempt to make WASP, the most frequently used computer package in system planning, consider this purpose of the thesis, a constraint on foreign exchange expenditure is introduced into WASP via modification of its objective function using a Lagrangian multiplier method.
With this method, desirable solutions which can save foreign exchange expenditure economically in some senses are identified in an example case.
날로 증가하는 전력수요를 충족시키기 위하여 전원개발계획의 수립·시행은 불가결하다.
이러한 전원개발계획에 필요한 대부분의 자금은 외국에서부터 차입되는 형태를 취하고 있는데 이는 현재 원화의 평가절하, 차입조건의 악화로 인해 한국전력공사의 재무상태를 악화시키는 결과를 가져오게 되었다.
전원개발계획의 수립에 있어 WASP는 이러한 외자이용의 문제점을 고려하지 않고 있다. 따라서 본 논문은 WASP에 외자제약식을 도입하여 이러한 문제점이 전원개발계획의 수립과정에 반영될 수 있도록 하였다.
