The national R&D project selection becomes complicated by multiple competing objectives. These characteristics are taken into account by eliciting a multiattribute value function from members of group to quantify their preferences for outcomes. However, since the budget is limited, the allocation involves tradeoffs between competing objectives.
The nation hopes to license the developed technology to the corresponding industries for commercial exploitation. However, commercial process is owing to lots of risk, the industries have to grope the possibility of forming a partnership in order to reduce the risk. Therefore, a joint venture between industries will be needed to share the risk.
The mainframe of this study is composed of two part. One is the selection on national R&D projects and the other is the evaluation for joint venture based on risking sharing concept. In the former case, we evaluate national R&D projects on the basis of multiattribute and combine the results into a single measure of project that reflects the member's preference toward outcomes. In the latter case, we consider a joint venture between firms. In the other words, we determine the ratio of investment size. This is solved by risk sharing.
However, the theoretical methods that we suggest here may be true of the situation that is pure.
국가 연구개발 과제의 선정은 일반적으로 막대한 투자가 요구되고, 투자의 회임기간이 길기 때문에, 신중한 의사결정이 필요하다.
동시에, 투자할 수 있는 자원은 제한되어 있기 때문에, 여러 연구개발 과제 중에서 어느 과제를 먼저 수행할 것인가에 대한 우선순위의 배정이 필요하다.
국가 연구개발 과제를 선정할 때 가장 중요한 것은 여러분야의 기술전문가와 행정계획가들로 구성된 평가심의 위원회의 구성과 국가의 사회-경제적 목표를 나타내주는 평가기준의 설정이라 하겠다.
본 논문에서는 평가심의위원회와 평가기준이 설정된 상태하에서 과제의 선정을 위한 이론적인 방법으로 의사분석의 한 기법인 multiattribute function을 이용하여 적용해 보았다.
여기에서 가장 중요한 것은 각 평가기준의 상대적인 중요도, component value function의 유도, 각 평가위원들의 상대적인 중요도를 해결하는 것이다. 이것들을 해결하는 방법들을 본 연구에서 제시하였지만 실제 경우에 있어서 어느 정도 정확한 것인가에 문제가 있다.
실제로 연구개발이 끝난 후, 개발된 기술을 일반산업체에 이전하는 것이 무엇보다 중요하다.
이 단계에서 본 논문은 개발된 기술을 상업화 할 경우에 있어서 상업화에 따른 위험을 합작투자를 통해 위험을 배분할 경우, 최적투자규모비와 최적 이익배분비를 risk sharing을 이용하여 적용해 보았다.
실제의 현실 세계에 있어서, 각 기업들의 효용함수(utility function)를 어떻게 정확하게 도출할 수 있는 가에 그 어려움이 있다 할 것이다.
합작투자의 경우에 있어 각 기업들의 위험에 대한 경향만을 고려하여 투자비율을 결정한다는 것은-실제의 상황을 모두 고려하지 못한 결과지만 위험을 고려한 투자비율 결정은 상당히 새로운 시도임에는 틀림이 없다.
