This study aims to analyze the behavioral aspects of the technology development of public enterprises in Korea. For the study of the behavioral aspects of technology development, variables about technology development performance, technology development-related behavior, environmental aspects, organizational characteristics, top manager's behaviors, and managerial capabilities are considered. The behaviors and patterns of public enterprise are compared with those of private firms. For this purpose, the matched sampling is utilized.
Based on the preliminary conceptual framework, 21 hypotheses are derived. Questionaires are distributed to 38 sample firms, and data are acquired from 20 firms, 11 from public and 9 from private firms. Also the secondary data are used. Reliability is examined through item analysis. Data are analyzed through nonparametric tests, crosstabulation, and the T-test.
The result shows : 1) public enterprises are less concerned in technology development than the private firms, 2) the public enterprises have lower level of technology development performance. In addition to the above major findings, significant differences between the public enterprises and the private firms are indicated in terms of the environmental aspects, top manager's behaviors, and some of organizational characteristics and managerial capabilities. To improve and expand the research, elaboration of the relations between the variables and utilizations of more rigorous research methodology especially matched sampling with larger sample size will be needed.
