The objective of this study is to offer an idea in establishing governmental policies to the urban poor. It is hoped that the result of this study would contribute to formulating more effective eradication programs of the urban poor.

The data has been collected in the three dongs of Seoul where the urban poor live together. About 300 households have been drawn by random sampling in each dong.
And the data has been analyzed by using Frequency distribution; crosstabulation, analysis of variance, and multiple regression techniques.
The major findings are as follows:
Education level and skill of the urban poor affect their income significantly. But their occupations do not affect their income significantly. And the urban poor who were born in large cities are poorer than those who were born in rural areas. Finally it is the most important to prevent poverty from continuing for the next generation. So expanded programs to reduce poverty are required.
