Social healthcare level has been improving drastically thanks to the innovative advances in various healthcare services in recent years. However, the demand for healthcare has continuously increased, necessitating the expansion of healthcare supply. As the life quality of BoP(Bottom of Pyramid) people in developing countries become of interests, healthcare portion of ODA (Official Development Aid) gradually increases.
As the needs of the continually expanding supply for healthcare proportion, appropriate healthcare technology has been investigated as a way to solve the above problems. Appropriate healthcare technology is the technology, which is optimized to the contexts: it takes many situational variables into account by considering human, time and space in optimization process. Each optimization process is assessed based on size, cost, usability, and so on. In this paper, the platform strategy was suggested to overcome the limitations of existing medical techniques by providing a proper connectivity. The platform is composed of 'Cloud Platform', 'Client Platform' and 'a variety of detailed device and solution'.
In this paper, the future environment of healthcare industry using STEPPER analysis is discussed. Future scenario and platform models for healthcare ecology were suggested and the models were verified by focus group interview with experts of the healthcare industry.
The study proposes how to utilize Appropriate Strategy for developing the Appropriate Technology and to establish the adequate platform ecosystem through mobile convergence.
최근의 다양한 의료서비스의 혁신적 발전에 따라 전반적인 의료수준은 상당한 발전을 이루게 되었다. 그러나 그럼에도 불구하고 보건의료 수요는 지속적인 확대 요구를 받고 있다. 통계청에 따르면, 인구가 고령화되어감에 따라 65세 이상의 의료비가 매년 30% 이상 증가하고 있으며 노인 인구 고령화에 따라 노인 의료비용에 대한 이슈가 늘어가고 있다. 또한 사회의 양극화 현상에 따라 과학 기술의 발전에도 불구하고 의료비에 대한 비중은 날로 늘어가고 있다. 한편 최근 소외된 사람들을 위한 개도국 삶의 질 향상에 대한 관심이 늘어나면서 개도국 의료 서비스에 대한 관심이 늘어나고, ODA (Official Development Aid)의 의료분야에 대한 비중도 점차 늘어가고 있는 추세다.
이러한 보건의료 수요의 지속적 확대요구에 따라 최근 위의 문제점들을 해결하기 위한 방법으로 적정의료기술이 이슈로 떠오르고 있다. 적정의료기술이란 상황에 최적화된 의료기술이라는 의미로써 여기서 상황은 인간, 시간, 공간을 감안한 현지에 최적화되는 것을 말하며, 최적화의 기준으로는 크기, 비용, 사용성 등을 의미한다. 본 논문에서는 기존 적정의료기술이 가지고 있는 한계를 극복하고자 연결성(Connectivity)가 향상된 적정의료기술을 제안하고자 한다. 적정의료기술에 따른 적정의료 플랫폼은 클라우드 플랫폼, 클라이언트 플랫폼 및 다양한 세부 서비스/디바이스로 구성된다.
적정의료 플랫폼을 구현하기 위한 연구 방법으로는 STEPPER 기법을 통해 상황을 분석하고자 하였으며, 이를 통해 적정의료 플랫폼을 구체화하고 세부 플랫폼 시나리오를 제안하였다. 이렇게 구체화된 시나리오를 바탕으로 전문가 인터뷰를 진행하였으며, 전문가 인터뷰를 통하여 적정의료 플랫폼 전략에 대한 검증을 진행하였다.
적정의료 플랫폼 전략의 구현을 통하여 향후 국내 중소기업들이 적정의료 플랫폼을 기반으로 한 다양한 서비스를 제공하여 초기 시장 확보를 쉽게 하며, 소외된 사회의 약자들을 위한 의미 있는 서비스를 공급할 것으로 기대된다.
