The purpose of this thesis is to develop a model which concerns with allocating limited resources among alternative R&D projects considering their characteristics.
At first, all the existing methods of R&D project selection are reviewed and classified into three large categories and each method is discussed with emphasis on its merits and weak points.
Next, 4 characteristics of R&D projects-uncertainty, multistage aspect, interdependence, and multiple objectives-are explained and the "Goal Programming model using Project Tree" is suggested as a method of treating these 4 characteristics all together in R&D project selection. By Project Tree, the first three of them are considered and the last one is solved by Goal Programming.
Finally, the case of military R&D project selection of taken as an example to demonstrate the application of the model suggested here. Optimal solution of the problem using dummy data is obtained and sensitivity analysis is added.
본논문은 연구개발사업의 특성을 고려하면서 한정된 자원을 각 사업에 가장 효과적으로 배분하는 모형을 수립하는 데에 그 목적이 있다.
맨 먼저, 연구개발사업 선정의 기존방법들을 크게 셋으로 분류하고, 각 방법의 특징과 장ㆍ단점을 중심으로 살펴보았다.
다음으로, 연구개발사업의 네가지 특성 -불확실성, 다단계성, 상호의존성, 다목적성-을 설명하고 이들 네 특성들을 동시에 처리하는 방법으로서 "프로젝트 트리를 이용한 고울 프로그래밍 모형" 을 제시하였다.
프로젝트 트리는 앞의 세 특성을 고려할 수 있으며 나머지 하나는 고울 프로그래밍으로 해결한다.
끝으로, 여기서 제시한 모형의 적용을 보여주기 위해서 군 연구개발사업의 선정 사례를 들었다.
판상적 자료를 이용하여 문제의 최적해를 구하고 민감도 분석을 가하였다.
