The cost model of total force structure is a computer model to aid military planners in assessing long-range costs of alternatives to satisfy given strategic objectives.
The methods used in cost analysis of weapon systems are reviewed, and the costs are categorized so that they can be applied to all organization levels.
When total force is changed, the initial force is compared with the objective force to find the number of excess and news units respectively. Then new units are organized by the priority rule given by unit status.
In the model, the reusable portions of the assets of excess units(facilities, equipment, training, etc.) are taken into account in calculating net non-recurring cost.
And the summary and the detailed costs of net resources requirements are presented by time-phasing, army station, unit status, and cost category. And the current value of yearly costs are presented for the analysis of the results.
전체 군사력 체제 비용 모형은 육군의 군사력 기획을 돕기 위하여 개발된 컴퓨터 모형으로써 주어진 전략 목표를 만족시키기 위한 대체안들의 장기간에 걸친 비용을 평가하는데 사용된다.
이미 개발된 무기 체제의 비용분석방법에 대해서 먼저 논하고, 전체 군사력 체제를 위한 비용 모형을 위해, 모든 수준의 부대에 대해 적용 가능 하도록 비용을 분류하였다.
전체 군사력의 변화가 생길 때, 최초 군사력과 목적 군사력을 서로 비교하여 잉여 부대와 신편성 부대의 수를 각각 구한다. 그리고 신편성 부대는 부대 상태에 의해 주어진 우선 순위에 따라서 편성된다.
이모형에서 잉여부대의 자산(예를 들면 신편성 부대에 재분배가 가능한 시설, 장비 및 개인 훈련)이 총 비반복비용에서 상쇄되어, 순 비반복비용이 구해진다.
그리고 필요한 자원 소요에 대한 개략과 세목비용을 시간구조별, 군지역별 부대 상태별, 비용 분류별로 나타내었다.
또 결과 분석을 위해 매년 발생 비용의 현가를 구하였다.
