Under the government policy agenda of creative economy, the Republic of Korea is working to foster the second venture boom in diverse industries. Accordingly, numerous education programs are under operation to cultivate entrepreneurship. However, entrepreneurship education programs are mainly intended for particular industries and occupations such as manufacturers, mobile/IT, researchers and professors.
As the successes of Apple, Google, Facebook, which began as student strat-ups, became a new growth engine of the United States, the start-ups of doctors who have specialized knowledge and experiences in the medical industry can also be a new growth engine of Korea. Doctors, on the one hand, have expertise and experiences in the field of health care industry, but on the other hand, they lack social network and social experiences. Therefore, doctors need a specialized education program which is tailored to meet the unique need of doctors, which is different from the general entrepreneurship education program.
In this paper, core education factors in general entrepreneurship are examined through literature review of past research. Also, face-to-face interviews with 8 entrepreneur medical doctors and the review of comments from 11 healthcare policy expert panels were conducted to find out unique educational factors needed for medical doctors. The most important factors of start-up success indicated in the interviews are to meet a good business partner, to acquire practical skills in management, to select appropriate technology and products for market situation, and to have an open mind. And major factors of failure indicated are mistakes of selection and concentration, business expansion to unfamiliar field, and leaks of confidential company information through the inside. In addition, Three Dimensional(3D) foresight was conducted in parallel to the survey to present 4 types of doctors start-up training programs targeted to meet the future health care industry changes. Those are growth program, conserver program, new beginning program and transform program. These programs are designed to induce a variety of industry contribution and participation for start-up education.
The results of this study can be also useful for start-up education programs of professionals such as pharmacists and nurses.
우리나라는 창조경제라는 정부의 정책 기조에 따라 최근 창업을 장려함으로써 다양한 산업에서 두 번째의 벤처 붐을 조성하기 위해 노력하고 있다. 그에 따라 최근 기업가정신에 대한 인식을 확산하기 위한 교육 프로그램들이 다수 운영 중이다. 그러나 기업가정신 교육 프로그램들은 제조업, 모바일/IT 등 특정 산업군들과 연구원, 교수 등 특정 직업군들에 대한 것이 주를 이루고 있다.
애플, 구글, 페이스북 등 대학원생 창업의 성공신화가 미국의 신성장 동력이 되었듯이, 의료산업 분야에서 전문 지식과 경험을 가지고 있는 의사들의 창업 또한 우리나라의 신성장 동력이 될 수 있다. 그러나 의사들의 창업은 보편적인 창업 교육 프로그램들과는 다른 특화된 세부 교육 요소가 필요하다. 왜냐하면, 의사는 의료산업 전반에 걸쳐 전문기술과 경험을 보유하고 있다는 장점이 있지만, 인적네트워크가 제한적이며 사회경험이 부족하다는 단점도 있기 때문이다.
본 논문에서는 의사들에게 필요한 특화된 창업 교육 요소를 발굴하여 4가지 창업 교육 프로그램들을 제시하였다. 먼저 문헌 연구를 통해 일반적인 창업교육의 핵심 요소를 도출하고, 8명의 의사 기업가들의 대면 인터뷰와 11명의 보건 의료 정책 전문가들의 패널 토의 등을 진행하여 의사들에게 필요한 특화된 창업 교육 요소를 발굴하였다. 특히, 인터뷰를 통해 가장 중요한 창업 성공 요인과 실패 요인을 찾아볼 수 있었다. 가장 중요한 창업 성공 요인들은 좋은 사업 파트너를 만난 것, 경영 실무 능력의 확보, 시장 상황에 맞게 기술과 제품을 정확히 선정한 것, 열린 마음을 가지는 것 등으로 나타났다. 실패 요인들은 선택과 집중을 못 한 것, 모르는 분야에 사업 진출, 내부자를 통한 기업기밀 유출 등으로 응답하였다. 또한, 인터뷰 과정에서 의료산업에 대한 3차원 미래예측을 병행하여 실시함으로써 미래 의료산업 변화에 부응하는 의사들 대상의 창업교육프로그램으로서 성장형(growth program), 유지형(conserver program), 재창업형(new beginning program), 혁신형(transform program) 등 4가지의 창업 교육 프로그램들을 제시하였다. 해당 프로그램들은 의사들이 창업 이외에도 다양하게 산업적 기여 및 참여를 유도할 수 있도록 설계되어 있다.
본 연구 결과는 의사들을 위한 창업 교육 프로그램으로 이용될 뿐만 아니라 동일한 틀을 활용한다면 약사, 간호사 등의 전문직들 창업 교육 프로그램으로도 활용될 수 있을 것으로 기대된다.
