In order to support innovative ventures for boosting economic growth, the South Korean government estab-lished a large number of funding programs that provide funding for entrepreneurs. However, the effects of such support programs on ventures have not been explored in detail. The current study investigates how pub-lic venture funds affect the innovation activities and financial performance of small-sized firms and venture companies. The study analyzes the effects of government funding and venture capital funding in South Ko-rea using structural equation modeling on the data collected in the Korea Venture Business Survey in 2012. The results indicate that government support programs contribute to innovation as well as financial perfor-mance. However, venture capital funding does not have a positive effect on innovation and financial per-formance. We discussed the policy implications that government should design their support program to mo-tivate firms to do market innovation and set infrastructure to nurture professional venture capitalists for ven-ture industry in South Korea.
국가 경제를 발전시키기 위해 정부에서는 벤처기업가들을 육성하려고 하며, 벤처 자금을 지원하는 프로그램들을 운영하고 있다. 그러나, 벤처 지원자금이 벤처기업들에게 어떠한 영향을 주는지 관계를 검증하는 연구가 미흡했다. 따라서 본 연구에서는 공적 벤처 자금이 벤처기업의 혁신활동과 경제성과에 어떤 영향을 미치는지 살펴본다. 공적 벤처 자금을 정부지원금과 벤처캐피탈 자금으로 나누어 각각의 효과를 살펴보았는데, 2012년도 중소기업청의 벤처기업정밀실태조사자료를 기반으로 구조방정식을 사용하여 분석하였다. 결과적으로 정부지원금은 기업의 시장혁신활동과 기술혁신활동, 경제성과에 긍정적인 영향을 미치는 것으로 나타났다. 반면, 벤처캐피탈 자금은 시장혁신활동에 아무런 영향을 미치지 않고, 기술혁신활동과 경제 성과에는 부정적인 영향을 미치는 것으로 나타났다. 이와 같은 연구 결과를 바탕으로 몇 가지 정책적 함의를 제시한다. 먼저, 정부는 벤처기업들이 기술혁신뿐 아니라 시장혁신을 일으킬 수 있도록 동기를 부여하는 지원 프로그램을 제공해야 한다. 또한 정부는 국내에 전문적인 벤처캐피탈리스트들이 육성될 수 있도록 인프라를 구축해야 한다.
