This study examines the diffusion of standards established for the traditional Jeju-do horse and the process of its concept formulation from a historical viewpoint. In the history of science, the importance of standardization cannot be overemphasized. The standardization of foods(excluding marine products) or breeds is especially hard to establish compared to other areas. Nevertheless, objectivity and efficiency are essential for any standardization process.
Through a literature review, the research found that horses(馬) were enhanced in quality in connection with periodic circumstances. For example, horses were improved to meet strict criteria on certain categories such as Uhsung-ma(御承馬), horses for the king too ride, Jinsang-ma(珍賞馬), to be paid as tributes to China during the Yuan Dynasty and the Ming Dynasty, and Gun-ma(軍馬), horses to be bred for the military. As a result, there were around 10 types of Jeju breeds during the Goryeo Dynasty and as many as 90 during the Joseon Dynasty, which led to the region’s rise to fame as a production base in Northeast Asia. Jeju-do was the headquarters, where major parts of production took place on Jeju ranches.
However, the livestock administration defined the standard for the height of the Jeju horse as 117 cm for females and 115 cm for males, based solely on an appearance test while ignoring such historical facts. This subsequently created the problem of validity. In particular, it hampered the development of the horse industry by commercializing the Jeju horse, which was a natural monument, using horseracing as a tool and eventually caused disruption in the market mechanism.
In a survey on the selection of horses for breeding for the development of Jeju horse racing and a survey on riding horse preferences for Korean horseback riders, consumers indicated a low level of awareness of the standard Jeju horse and a preference for production of more diverse Korean-type horses that fit the Korean physique well. Hence, the hypothesis that “standard Jeju horse height does not sufficiently reflect the periodic circumstance” can be interpreted as true.
The 21st Century is an era for various types of breeding. We should now reject the narrow livestock policy and accept diversity. At the same time, it is imperative to reestablish standards for the Jeju horse based on historical facts and search for ways to maximize the usefulness of the Jeju horse as a resource.
본 연구는 제주도 재래마 표준의 제정 확산과 개념화 과정을 역사적 관점에서 분석,고찰했다. 과학사에 있어 표준화에 대한 중요성은 아무리 강조해도 지나치지 않다. 특히 식품(수산물 제외)이나 축종에 대한 표준화 작업은 다른 어떤 분야보다도 정립하기가 쉽지 않은 게 현실이다. 그럼에도 표준화 작업의 기저(基底)에는 객관성과 효율성이 깔려야 한다.
연구결과 말(馬)은 시대적 상황에 맞게끔 개량돼 사용되어 왔다는 것을 각종 문헌을 통해 알 수 있었다. 예를 들어 임금에게 진상하는 어승마((御承馬), 원나라와 명나라에 올린 진상마(珍賞馬), 軍 전력의 중요 요소인 군마(軍馬) 등 엄격한 심사기준 아래 상황에 맞게끔 개량했기 때문이다. 그 결과 고려시대는 10여종의 품종을, 조선시대에는 90여종의 품종이 있었을 정도로 동북아 말 생산기지로서 명성을 날렸다. 그 전진기지가 바로 제주도였으며 당시 말 생산의 주요부분을 제주목장이 담당했다.
그러나 축정당국은 이러한 역사적 사실을 간과한 채 외모심사 기준만으로 제주마 체고(키)를 암컷 117cm, 수컷 115cm로 표준화 해 적정성 문제가 제기되고 있다. 특히 경마라는 tool을 통해 천연기념물 제주마를 상업화함으로써 말산업 발전을 저해하고 시장경제 질서마저 흐트러뜨리는 결과를 초래하고 있다.
제주경마 발전을 위한 경주마종 선택에 대한 의견조사와 국내 승마인을 위한 선호 승용마 앙케이트 조사 결과에서도 고객들은 표준 제주마에 대한 인식도가 낮았고 오히려 한국인 체형에 맞는 다양한 한국형 말 품종 생산을 원하는 것으로 나타났다.
따라서 가설로 세웠던 ‘표준 제주마 체고는 시대적 상황을 충분히 반영하지 못했을 것’이라는 전제는 참인 것으로 해석될 수 있다.
21세기는 품종.육종의 시대다. 이제는 편협한 축산정책을 지양하고 종 다양성을 인정하고 받아들여야 할 때이다. 동시에 역사적 사실에 근거한 표준 제주마 재정립이 필요하며 제주마 자원의 활용가치를 극대화하기 위한 방안을 모색해야 할 것이다.
