This study based on the social reconstruction of Avian influenza(AI) has been changed from central government to the local government disinfection policy. The awareness for Avian Influenza has risen. Each government is responsible for its defence mechanism and many medias report news to have the public aware of its existence.
The Avian Influenza has been a recurring disease for about 3 to 4 years since its outbreak in 2003. The economic loss is unimaginable. Millions of livestock have died and there is only way to solve this problem: the government organizing mass cleansing of birds. Despite this process taking place, it was not a big issue among the Korean public.
Research will be completed through various sources. They will be observed through two broadcasting news companies, three newspaper news medias, and Frame Analysis through 376 articles. They will then be examined by the White paper, which published by the central and local government. Through the Korean society and government, there will be an observed and analyzed.
In this process we will be able to understand the many different forms of the Avian influenza and can find ways to present a variety of perceptions in scientific issues as a journalist, instead of the narrow economic and social approach.
본 연구는 지자체와 중앙정부의 조류인플루엔자 방역정책의 변화에 대해 어떤 사회적 재구성이 이루어졌는가를 알아보기 위한 연구이다. 조류인플루엔자가 창궐하면 지자체와 중앙정부는 각자의 방어기제를 작동시키고 이를 알리기 위해 많은 뉴스가 생산된다.
지난 2003년 첫 발생이후 조류인플루엔자는 우리나라에 3,4년 주기로 발생된다. 이로인해 경제적 손실은 말할 수 없고 수천만마리의 가금류가 살처분을 당하게 되었다. 이런 강력한 살처분 정책이 유일한 대안으로 믿고 정부정책은 일방적으로 집행되었다. 오히려 이런 비인간적이고 대량학살을 자행하는 정책이 한국사회에서는 당연한 일인듯 지나갔다.
왜 이렇게 무관심으로 대응하게 되었을까? 본 연구에서는 이에 대한 해답을 제시하기 위해 다양한 미디어의 프레임 분석과 중앙정부와 지자체의 조류인플루엔자 백서의 내용분석을 통해 이사안에 대하여 어떤 사회적 재구성이 이루어지고 있는가를 알아보려고 한다.
본 연구를 통해 경제적 논리로 접근하던 일방통행식 가축전염병 방역정책에 대한 반성과 과학적 이슈의 다양한 해석과 사회적 합의가 이루어 질 수 있는 계기를 만들고자 한다.
