In a representative democracy, elections are the most powerful means of expressing people`s political opinions. Democratic states endeavor to better ensure people`s suffrage and those efforts mostly concern increasing voter turnout. In this regard, reducing the ratio of invalid votes can be an effective way.
Then why invalid votes occur? Recent news reports have raised concerns that elderly people tend to cause invalid votes. But this assumption has not been proven and there has been no scientific research on the subject.
This study, using the results of the 17th and 18th presidential elections, explores the correlation between the proportion of invalid ballots and the ratio of local elderly people and gender composition. The result shows a strong positive correlation between the ratio of voters 60 years old and over and the ratio of invalid votes.
Further, I conducted in-depth interviews with elderly voters, who complained about various inconveniences with the current voting system and called for the improvement of ballots, more detailed information and better public promotion.
I hope this study could contribute to improving the voting system and thus reducing invalid votes, which could be a way to actively guarantee people`s right to vote.
대의민주주의를 채택하고 있는 국가의 국민들에게 있어서 선거는 자신들의 정치적 의사를 표현하는 가장 강력한 수단이다. 국가는 국민의 참정권을 더 잘 보장하기 위해 노력하는데, 그 대부분은 투표율을 높이기 위한 것이다. 그런데 무효투표율을 낮추기 위한 노력 역시 큰 틀에서 유권자의 참정권을 보장하는 좋은 방안이 될 수 있다. 그렇다면 과연 무효투표는 왜 발생하는 것일까? 다수의 언론 보도 통해 우리는 ‘노년층 유권자와 무효투표’에 대한 우려의 기사를 자주 접할 수 있다. 그러나 이는 나이가 많을수록 더 많은 무효투표를 만들어 낼 것이라는 증명되지 않은 가설을 마치 기정사실인 양 보도하는 것일뿐, 실제로 노인이 더 많은 무효투표를 발생시킨다는 과학적인 연구가 진행된 적은 없다.
본 연구에서는 제17대, 제18대 대통령 선거 결과를 분석해서 지역별 고령자의 비율 및 성별이 무효투표율과 어떠한 관계를 갖고 있는지를 상관관계 분석을 통해 알아보았다. 그 결과 60세 이상 투표자의 비율과 무효투표율은 매우 강한 양의 상관관계를 가지고 있었다. 추가연구로 고령층 유권자에 대한 심층인터뷰를 진행했는데 그들은 현행 투표 제도하에서 많은 불편을 느끼고 있었으며 투표용지 개선, 더욱 상세한 안내와 홍보 등 개선책을 요구했다. 이러한 연구 결과를 바탕으로 투표 제도를 개선하여 궁극적으로 무효투표율을 낮출 수 있다면 이는 국민의 참정권을 매우 적극적으로 보장하는 좋은 대안이 될 수 있을 것이다.
