In 1998, the Brain Research Promotion Act was enacted in Korea. It was the first law in the world built to promote the field of brain research. This paper examines how the brain and brain research was regarded in the midst of the enthusiastic atmosphere toward the information society in Korea in the late 1990s, and how the ultimate result was the legislation of the Brain Research Promotion Act. In order to develop a new computer, robot, and information and communication technology as well as cure various brain diseases, the brain research policy was established in a distinctive way in Korea. It was affected by the role of a policy entrepreneur, Chung Ho-Sun, who had been an electrical engineer for twenty years and became the member of National Assembly in the late 1990s. Chung played a crucial role in raising the importance of brain research in Korea, creating the idea of the Brain Research Promotion Act, building a group of supporters, and winning over the opposition in the process of pushing the enactment. However, what made Chung able to play a role as a policy entrepreneur was contingent upon a specific social, political and cultural context that Korea faced with. In the late 1990s, Korea was a land of hope and despair. This paper argues that it is important to question who the policy entrepreneur becomes in a certain background as well as how a policy entrepreneur leads a policy change because not only a policy change depend on the policy entrepreneur, but also a policy entrepreneur depends on a specific need of the time. According to who becomes a policy entrepreneur, the field of brain research as well as its related policies was affected by. The field of brain research was begun to be built in Korea in the late 1990s in the process of promoting the legislation of the Brain Research Promotion Act. By unveiling the beginning of the field of brain research and its policy in Korea, this paper sheds a light on how an interdisciplinary field and its policy is shaped and established in a certain social, cultural, and political milieu, and alludes the fate of unstable brain research policy in Korea.
1998년, 한국에 뇌연구촉진법이 제정되었다. 이는 인류의 마지막 미개척지 분야라고 일컬어 지는 뇌 연구를 활성화시키고자 하는 국가적 노력의 일환으로, 전 세계적으로 유례없는 법안이었다. 본 논문은 1990년대 후반 정보화 사회로의 진입에 대한 열망이 가득했던 한국 사회에서 뇌 연구가 어떻게 이해되고 정의되었는지, 그리고 그 결과 어떻게 뇌연구촉진법이 제정되었을 수 있었는지를 살펴보았다. 1990년대 한국 사회에서 뇌는 단순히 각종 정신질환을 지니고 있는 병리적인 존재로뿐만 아니라, 차세대 컴퓨터, 로봇, 통신기술을 이끌어낼 정보의 보고로 인식되었다. 이러한 담론을 이끌어낸 중심에는 20년 동안 전자공학도의 길을 걷다 90년대 후반 국회의원으로 당선된 정호선이 있었다. 그는 한국 사회에서 뇌 연구의 중요성을 알리며 법 제정이라는 아이디어를 제시하고 지지자를 규합하는 등, 뇌연구촉진법 제정이라는 정책 변화의 중심에서 정책기업가로서의 면모를 보였다. 하지만 정호선이 정책기업가로서의 역할을 할 수 있었던 배경에는 당시 불어 닥친 경제 위기를 정보화 사회로의 진입을 통해 극복하려는 한국 사회의 맥락이 있었다. 전자공학도였던 정호선은 90년대 한국의 경제적, 정치적, 사회적 분위기 속에 정책기업가로서의 역할을 할 수 있게 자리매김 되었다. 본 논문은 정호선이 어떻게 뇌연구촉진법 제정을 이끌어냈는지 뿐만 아니라 어떻게 정책기업가의 모습을 갖추게 되었는지 살펴보았다. 이를 통해 정책 변화가 정책기업가의 행위에 의존할 뿐만 아니라, 정책기업가도 특정 시대의 흐름에 의존한다는 점을 드러내었다. 이에 본 논문은 정책기업가를 논함에 있어, 정책기업가가 어떻게 정책변화를 주도하는지 뿐만 아니라, 누가 정책기업가가 되는지를 살펴보는 것이 중요함을 주장하였다. 누가 정책 기업가가 되느냐에 따라, 그 정책과 더불어 관련 학문도 영향을 받았다. 뇌연구촉진법을 추진하는 과정에서 모인 다양한 배경의 한국 연구자들은 뇌 질환 치료뿐만 아니라 뇌를 통한 정보통신기술 향상을 목표로 하며 독특한 구조와 모습을 갖춘 뇌 연구 계를 형성하기 시작하였다. 1990년대 후반 한국사회에서 뇌 연구 정책과 뇌 연구계가 태동하는 모습을 살펴봄으로써, 본 연구는 융합 연구 및 융합 연구 정책은 사회적, 정치적, 문화적 맥락에 따라 다른 모습으로 정의되고 형성되며, 한국 뇌연구촉진법의 경우 정책기업가의 등장과 역할이 중요했음을 주장하였다. 아울러 한국 뇌연구촉진법 제정 과정에서의 보여진 정책기업가에 대한 높은 의존성은 추후 한국 뇌 연구 정책의 불안정성으로 나타났음을 암시하였다.
