In this thesis, a new approach using matrix methodology to universal service in telecommunications is suggested. The matrix approach is useful in policy-making and policy assessment. Especially, it can solve the problems of complexities of definition of universal service and conflict between objectives and means in telecommunications policies. The universal service matrix is based on targetted universal service in compared with global universal service. Global universal service is traditional concept but has a lot of problems. Policy-makers will alleviate them by introducing the concept of targetted universal service.
It is difficult to set up appropriate policy targets practically. It is necessary to investigate minutely environmental factors in telecommunications policy-making because telecommunications policy is the outcome of the respective histories of countries. The imprudent immitation of other developed countries policies must be sublated. Experiences of the US and the UK give us many lessons.
This thesis suggests two means for universal service, standard LMS and targetted unified rating system with many variants. This thesis assesses roughly these various forms and concludes finally that "Standard LMS with usage factor + Targetted unified rating system" is desirable in Korea.
