The restriction on battery or fuel capacity is the fundamental problem for persistent service provided by unmanned aerial vehicles (UAVs). This problem can be solved by the system which replaces drained UAV with fully charged UAV at the service area and sends the drained UAV to service station to recharge (replace) their energy source. Such system may be used for surveillance, security escort or variety of other tasks. To achieve above system, resource analysis such as the number of UAVs, batteries and capability of service station are key issues and need to be economically considered. In this research, we derive the minimum number of resources for persistent UAV system which serves multiple stationary targets. For deriving economical number of resources to achieve persistent service, decision-free Petri net model with periodic property was developed. Several formulation and properties are derived via decision-free Petri net model. Based on formulation and properties above, mathematical model was developed for resources analysis. To obtain number of resources, heuristic was developed and tested.
