This research examines the readiness for Mobile Number Portability (MNP) adoption in Mongolia. MNP enables mobile users to retain their mobile telephone numbers when they changing from one mobile network operator to another one. This study is based on the modified conceptual framework of network readiness index from Global Information Technology Forum, are analyzed examples of several readiness impact adoption of MNP service. Two countries, Korea and Lithuania, were chosen their best practice for MNP adoption. Our modelled results are conducted through 3 categories: regulatory, economic and technology readiness. Also this research covers regulatory impact of MNP service where is considering probability of adoption in reality. Based on the benchmarking analysis we can offer several recommendations to the interested party. Update of legal frameworks related to MNP and set-up study group of stakeholders. Also we propose to make a feasibility study and cost-benefit analysis for whole landscape is economic component for future success for implementing that service in Mongolia. In case of high social expectations for implementing MNP service, this research is a good guideline for regulatory authority of Mongolia.
본 연구는 몽골에서의 이동통신 번호 이동 제도 (MNP) 수용을 위한 준비에 관해 검증한다. MNP는 이동통신 기기 사용자들이 특정 이동통신 서비스 제공자에서 다른 서비스 제공자로 변경을 했음에도 그들의 이동통신 기기 번호를 유지하게끔 하는 제도이다. 본 연구는 글로벌 정보통신 포럼 (Global Information Technology Forum)에서 제안된 네트워크 준비 인덱스를 수정한 프레임워크를 기반으로 분석하는데, 특별히 MNP 서비스 수용에 영향을 미치는 몇몇의 요인들을 예로 들고 한국과 리투아니아, 두 국가를 MNP제도 수용의 대표적 예로서 선정해 분석한다.
모델 분석은 크게 세가지로 카테고리로 구성되는데 그 세가지는 규제(Regulatory), 경제(Economic) 및 기술 (Technology)이다. 또한 MNP 서비스 의 규제 효과를 다루고 있는데 이는 현실에서의 수용 확률에 대한 고려를 포함한다. 벤치마킹 분석을 기반으로, 본 연구는 또한 번호이동성 제도의 주요 참여자들에게 몇몇의 시사점을 제공하며 MNP와 관련된 법적인 측면의 프레임워크의 또한 본 연구는 몽골에서 MNP 서비스를 수행 할 때의 미래 성공 시점을 예상 해 타당성 조사와 비용-수익 분석 결과를 제시한다. MNP 서비스 수행에 대한 높은 사회적 기대감을 감안 했을 때, 본 연구는 몽골 규제 당국에서 좋은 가이드라인을 제시 할 것으로 본다.
