‘Government3.0` has opened up a new chapter in the `Governmentn.0`strategy. The South Korea Government had pledged to adopt ‘government3.0` as its new strategy in 2013. this is the world`s first declaration. The South Korea government drew up the plans of `Government3.0`. and launched a number of public initiatives in line with the new policy.
This paper is the first attempt trying to define a newly launched strategy-`Govrnment3.0` and to understand its implications. In order to that, this study reviews overseas cases and former national Innovation government services such as `Government2.0/1.0` etc. In addition, it analyses a `Government3.0` strategy currently activating plans in Korea. This study had found that many such plans fail to meet the standard of `Government3.0`. About 10 percent of them was fulfilled the requirement of `Government3.0`. The remnant stayed on the levels of `Government2.0` or `Government1.0`.
Also, this study provides models for developing and managing `Government3.0`. The models consisted of three steps. These frameworks were focused on describing the future society influenced by web3.0 technologies such as the semantic web, big data etc. these can be useful tools for addressing specific challenges to achieving `Government3.0`. This study will help the world`s administrators to build theoretical and technological capabilities to effectively implement `Government3.0`.
정부3.0의 시대가 열렸다. 한국 정부는 2013년 세계 최초로 정부3.0을 공식 선언했다. 정부2.0이 국제적으로 확산되는 가운데 새로운 국가 혁신 전략이 제기된 것이다. 정부2.0이 2009년 영미권 국가에서 시작된 지 5년만의 일이다. 새로 태동한 국가 전략인 만큼 정부3.0에 대한 본격적인 연구는 미미한 상황이다. 본 연구는 정부3.0을 학술적 논의 공간으로 끌고 오기 위한 본격적인 기초 작업이라 하겠다.
이에 따라 본 연구는 정부3.0은 무엇인가란 질문에 대해 이론적이고 학술적인 답변을 도출하는 것을 목표로 했다. 즉 정부3.0을 이론적인 개념으로 정의하고자 했다. 정부2.0 등 해외 사례와 웹3.0 등을 적극 검토했으며 한국 정부가 추진 중인 정부3.0 세부 추진 과제에 대한 질적 분석도 진행했다. 해외 정부2.0 등에 대한 문헌 검토를 통해 정부3.0은 웹3.0이라는 기술을 바탕으로 한 국가 혁신 전략으로 정부2.0의 진화선상에 있는 국가 혁신 전략임을 도출해냈다. 또 한국의 정부3.0 추진 과제에 대한 분석을 진행한 결과, 한국의 정부3.0은 정부1.0과 정부2.0 수준의 과제가 혼재되어 있으며 정부3.0 과제 비중이 낮은 정부3.0의 초기 단계임을 확인할 수 있었다.
본 연구결과들을 바탕으로 본 논문에서는 정부3.0을 구현하기 위한 이론적 모델인 정부3.0발전 모델을 구축했다. 정부3.0발전 모델은 초기 - 이행 - 성숙의 3단계 모델이며 정부3.0의 성숙 모델은 홀론(Holon)의 스마트정부로 개념화했다. 정부3.0을 추동하기 위한 4대 개방 전략 등 구현 방안을 함께 제안했다.
