The National Assembly confirmation hearing is a procedure to verify the candidate’s morality and the view of state to prove whether they are appropriate to the higher public office. In this process, the press plays an active participant role that providing a standard for decision making rather than just a news messenger. The purpose of this study is to analyse the effect of the press on the confirmation hearing of the Prime Minister. Frthermore, a specific numerical value of the press reporting proportion that effects on approval is presented in this study. The authorization failed as the negative editorial increases on newspapers with the 62.0 - 62.3% of negative reporting proportion. Accordingly, it is necessary to strengthen the monitoring function to government by broad sample selection and reporting proportion analysis and, to have an accuracy of reporting for the personnel investigation.
인사청문회란 국회가 임명동의나 선출을 요하는 공직후보자에 대해 해당 직위에 적합한 공직수행능력과 도덕성, 국가관 등을 겸비하였는지를 검증하는 절차로서 인사검증 과정에서 언론은 단순한 여론 전달자로서가 아니라 적극적 참여자로 개입하면서 국민들에게 판단의 기준을 제시한다. 본 연구는 국무총리 인사청문회에 대한 언론의 보도 프레임이 실제 인준 과정에서 어느 정도 영향력을 미치고 있는지를 분석하는데 목적을 두었으며 나아가 인준 여부를 결정짓는 보도 비중은 어떻게 되는지 구체적인 수치를 제시하고자 하였다. 분석 결과 공직후보자에 대한 부정적인 신문사설이 증가할수록 인준에 실패하였으며 이와 같은 경우 부정적 보도 비중은 62.0%~62.3% 수준에 이르고 있었다. 향후 보다 폭넓은 대상자 선정과 보도량 분석을 통해 행정부에 대한 국민적 통제 기능을 강화하고 인사검증 보도의 객관성 향상을 견인할 필요가 있다.
