This study analyzes R&D support policy with a model. It is crucial for the government to differentiate
marginal project and inframarginal project when supporting R&D activities. Present R&D support policies lack
this criteria and hence wasting subsidies. I show in this model that the government R&D support in lump sum grant
form can subsidize only marginal projects by tightening subsidy policy, thereby restricting the occurrence of
wasteful subsidies. Loosening subsidy policy makes occurrence of wasteful subsidy in high competence firms
inevitable. Therefore, it is desirable to tighten subsidy policy when the difference in technological competence of
firms is larger and the ratio of high technological competence firms is higher. The government R&D support in
proportional tax rebate form cannot screen inframarginal projects and thus incur wasteful subsidies.
정부가 R&D 를 지원하는 데에 있어서 한계적 연구과제와 초과한계적 연구과제를
구별하여 한계적 연구과제에만 지원하는 것은 매우 중요하다. 현재 정부의 R&D 지원 정책은
이러한 측면을 놓치고 있고, 초과한계적 연구과제에 지원을 해주어 과도한 낭비를 일으키고 있다.
본 모형에서 보조금 형태의 지원정책에서는 지급 기준 심화를 통해 한계적
연구과제에만 보조금을 지급하는 것이 가능하여, 낭비적 보조금의 발생을 제한할 수 있다.
기술역량이 낮은 기업에게도 보조금을 주는 경우 기술역량이 높은 기업에게서 낭비적 보조금을
발생하게 된다. 이러한 현상 때문에 기업들간의 기술역량의 차이가 심할수록, 높은 기술역량을
가진 기업의 비율이 높을수록 정부는 지급 기준을 심화하는 것이 바람직하다.
세금공제 형태의 지원정책에서는 선택권을 기업들에게 넘겨주므로 낭비적 보조금의 발
생을 제한할 수 없고, 기술 역량 별로 선별적 보조금 지원을 하지 못한다. 그로 인해 본 모형에서
는 세금공제 형태가 보조금 형태의 지원정책보다 정부의 측면에서 바람직하다.
