This study compares the perceptions about environmental management between large private corporations and public enterprises by analyzing how they differ by the ownership structure of business. With the green growth initiative of the Lee Myeon Bak administration, environmental management and sustainability issues have risen to the agenda of many leading companies in the country, generating much research on corporate environmental management. Existing studies can be divided into two types with one exploring how firms’ business activities affect environmental quality and the other analyzing how environmental management affects firms’ business performance. This study takes a different approach by looking into firms’ awareness and perceptions of the needs and effects of environmental management with a survey of major private and public corporations. The survey results reveal notable differences between the two types of companies. First, large private corporations turn out to be more concerned with environmental management and more negative about government regulations. In contrast, public enterprises were less interested in environmental management, though more positive about government regulations. Second, large private corporations tend to promote environmental management as a way to open up new markets or meet consumer demands, whereas public enterprises tend to do so as a way to address government regulations effectively. This difference stands out clearly in the official corporate social responsibility (CSR) or sustainability where private company reports include phrases like “consumer demands” more frequently while phrases like “coping with government regulations or requirements” are more prevalent in public enterprise reports. This study improves upon the existing research in two aspects. First, compared to the existing studies that analyzed corporate environmental management by the size of business, this study focused on how ownership structure generates differences in corporate environment management. Second, this study utilized both a survey of units responsible for environmental management and analysis of sustainability reports rather than relying on one or the other.
본 연구는 대기업과 공기업의 환경경영 인식과 양태에 대한 비교 분석으로서 기업 규모가 아닌 기업의 소유 구조에 따라 환경 경영에 대한 인식이 어떤 형태로 표출되는가를 중점적으로 다루었다. 대기업, 공기업 35개 기업 환경 담당 실무자들의 설문조사 방법을 통한 본 연구에서는 환경경영의 중요성과 환경규제에 대한 공기업과 대기업의 인식 차이를 발견하였다. 대기업들은 공기업에 비해 환경 경영을 중요하게 인식하고 있는 반면 정부의 환경 규제에 대해서는 보다 부정적인 입장을 보였다. 반면 공기업은 정부의 환경 규제에 긍정적인 모습을 보였지만 환경경영에 대한 관심도와 태도는 대기업보다 뒤처지는 것으로 나타났다. 이러한 차이는 환경 경영 추진 동기에서도 잘 나타난다. 대기업들은 환경 경영을 추진하게 된 동기를 대부분 신시장 개척, 소비자 요구 만족 등으로 제시한 반면 공기업들은 정부의 환경규제에 대응하기 위한 것이라는 응답이 많았는데 이는 정부의 공기업에 대한 정기적인 평가 등에 기인한 것으로 보인다. 대기업과 공기업의 지속가능보고서에서도 두 기업 유형간 환경 경영 추진 동기 차이를 살펴볼 수 있는 바 공기업의 지속가능보고서에서는 주로 정부의 `정책에 대응하기 위한`이라는 표현이 많은 반면, 대기업들은 `고객의 요구`라는 문구가 많이 나타난다. 본 연구는 기존 연구와 두 가지 점에서 차별화되는데 먼저 기존의 연구가 대부분 기업의 환경 경영을 규모별로 비교 분석했다면 이번 연구는 소유구조별로 비교했다는 점이다. 다른 하나는 기업에서 환경 경영을 담당하는 실무자들을 통한 설문 조사와 사례 분석을 병행하여 분석의 깊이를 더했다는 점이다.
