Interinstitutional collaboration plays a key role in the development of a nation, especially in R\&D intensive sectors like semiconductors. Collaboration links between organizations involved in Korea`s semiconductor sector were studied, intending to 1) find why Korea succeeded in semiconductors; and 2) make recommendations to the new born Brazilian semiconductor sector. Surveys were conducted with leaders and experts from the selected organizations. These organizations are limited to the semiconductor area, and are based in Brazil or in Korea. The final data was organized in a collaboration graph. It was found that these institutions relate in complex patterns, which revealed recurrent structures. Further investigation revealed that, in these structures, research has a strong market drive, and that this drive was responsible for the Korean success in a great extent. It was concluded that interinstitutional collaboration played a decisive role in Korea`s semiconductor development, especially when pushing its products to compete globally. Therefore Brazil is recommended to follow a similar path.
정부-산업-혁계의 협력은 국가 발전에 중요한 역할을 한다. 특히 반도체를 포함한 연구개발 집중적인 부문에서 정부-산업-혁계의 협력은 더더욱 중요하다. 그러므로 한국 반도체 부문 연관 조직들을 이 목적들로 조사하였다: 1) 한국이 반도체 산업에서 성공한 이유를 분석하기 위해서 2) 브라질에서 새로 생긴 반도체 부문에 조언을 해주기 위해서. 이 연구는 특정한 단체의 전문가와 대표들을 조사 상대로 진행되었다. 이 단체들은 반도체 산업 관련 브라질이나 한국에 본사를 둔 단체들이다. 최종 데이터는 협력 도표로 분석하였으며, 조사한 단체들은 복잡한 패턴으로 연관 되었고, 반복되는 구조가 있다는 것이 발견됐다. 더 많은 조사를 한 결과, 이 구조 내에서는 강한 시장 동력이 있고, 이 동력이 한국 반도체 사업의 성공을 유도한 중요한 요소 중 하나라는 것이 밝혀졌다. 정부-산업-혁계의 협력은 한국 반도체 개발, 특히 제품들이 해외 시장에서 경쟁하는 데에 결정적인 역할이 있었다는 결론이 나왔다. 그러므로 브라질도 비슷한 방법으로 반도체 산업을 개발하는 것을 권한다. 대학들은 산업의 필요한 요소들을 고려하며 연구를 진행하고, 정부는 사업들이 국제적으로 경쟁하도록 유도하는 것을 권장한다. 이 연구는 브라질과 한국의 반도체 부문에만 집중하였고, 주요 데이터는 연구자의 전문 네트워크에서 모집되었다. 추가적인 연구는 산업 협회를 사용하면 더 폭넓은 데이터를 모집할 수 있을 것이다.
