Since emergence of climate change as a hot global issue, active countermeasures at the national level are urgently needed. These countermeasures should reflect public opinion resulting from active debate within society. However, it is doubtful that Korea has a structure for a lively debate to form a sound public opinion on the issue. This is because while diverse debates are taking place in the U.S. and Europe with pros and cons concerning the need to take countermeasures to fight climate change, the debate in Korea tends to limit the issue to countermeasure alone. This paper argues that the biased, one-sided view concerning climate change in Korea could not provide diverse views and information about the issues, and that the Korean news media bears some responsibility for this state of affairs. In order to compare the difference between different countries` news frames on the issue of climate change, two recent newspaper articles from Korea are compared to articles from the U.S. The result of this comparative analysis shows that there is a clear difference between the two countries` news frames on the issue. It can be concluded that Korean readers cannot make sound conclusions on the issue of climate change from based upon the biased, one-sided information that is provided by the news media, since they have not been given balanced information. Based upon this conclusion, this paper proposes that in order to create a desirable, lively debate on the climate change, the Korean news media must break away from its past approach to this issue. As of today, there is no complete, scientific agreement on climate change. This study included a cross-national comparison of how the media in each country presents this controversial scientific issue to its readers, and the author thus expects that this study would provide useful data to the concerned Korean community from the standpoint of scientific journalism.
기후변화가 지구촌의 화두로 떠오르면서 국가 차원의 능동적인 대응책이 절실하다. 이 대응책에는 국민의 여론이 충분히 반영돼야 하고 이를 위해서는 사회적 논의와 토론이 활발히 이뤄져야 한다. 하지만 한국이 여론 형성을 위한 바람직한 담론 구조를 가지고 있는지에 대해서는 회의적이다. 미국 등 서구사회에서는 기후변화와 관련해 옹호론에서 비판론까지 다양한 토론이 이뤄지고 있는 반면 한국 사회에서는 거의 옹호론만 일방적으로 논의되고 있기 때문이다. 본 논문은 이런 한국 사회의 기후변화 담론의 편향성이 이 이슈에 대한 다양한 시각과 정보를 제대로 제공하지 않은 언론에 상당부분 원인이 있다는 가설을 세웠다. 이에 따라 두 나라 언론 보도에 어떤 차이가 있는지 살펴보기 위해 최근 2년간 한국 신문 2개와 미국 신문 2개의 기후변화 관련 기사 뉴스 프레임을 비교 분석했다. 그 결과 두 나라 언론의 기후변화 뉴스 프레임에 큰 차이가 있고 그에 따라 미국에 비해 한국의 뉴스 수용자는 기후변화에 대해 다양하고 균형 있는 시각과 정보를 얻기 어려운 환경에 놓여 있다는 의미 있는 결론을 내릴 수 있었다. 이런 결과를 토대로 한국 사회의 바람직한 기후변화 담론 구조를 위해서는 한국 언론이 지금까지의 접근 프레임에서 벗어나야 한다고 제언한다. 기후변화는 아직 완전한 과학적 합의를 이뤘다고 보기 어려운 사안이다. 이처럼 논란이 적지 않은 과학 이슈가 국가마다 어떤 뉴스 프레임으로 수용자에게 전달되는지 국제 비교를 했다는 점에서 본 연구가 과학저널리즘 측면에서도 유용한 자료를 제공할 수 있기를 기대한다.
