The purpose of this study is to analyze the press frame on the failure in science and technology to find how the news media affect the general public in perceiving the failure in science and technology. Scientific research requires endurance and continuous experiment for a long time. And scientific research will be continued until proven success. Because of the overmuch concern over the final outcome of scientific research, we should reflect on our behavior. Nonetheless, we do not know exactly how scientific research process is important. As a result, our indifference about the process of research and development appears the lack of tolerance for failure in science and technology. I have conducted a comparative analysis of the news frame of scientific failure in Korea and USA. I have chosen the news of failure in the First Launch Vehicle in two countries, `Vanguard` and `Naro` as case studies. And I selected 4 newspapers, `New York Times`, `Washington Post`, `Chosun Ilbo`, `Dong-A Ilbo`, and set up 4 frames, such as responsibility, encouragement, learning, and business frame. As a result, this study found significant differences in `the frame of responsibility` and `the frame of learning` of media between USA and Korea. Especially, in the case of USA, press is more positive and affirmative at using the ‘encouragement’ and ‘learning’ frame than in Korea. Because almost all the ordinary people are getting scientific information from the press, it is, therefore, very important how the media reports the failure in science and technology. And I confirmed that the failure in scientific research is a meaningful process of achieving success for its research.

본 연구의 목적은 언론이 일반 공중에게 과학기술 실패를 어떻게 인식시키는가를 밝히기 위해 과학기술 실패 보도 프레임을 분석하는 것이다. 과학기술 연구는 장기적 과제라는 특성과 성공이 입증되기까지 수많은 실패 과정을 수반한다는 특성을 갖고 있다. 그러나 한국 사회는 일반적으로 과학 연구의 최종 산물에 대해서만 관심이 집중되어 있다는 비판을 받고 있다. 즉 한국 사회는 과학 연구의 최종 결과물이 나오기까지의 과정에 대해서는 상대적으로 무관심하다는 특징이 있다. 이러한 현상은 결국 과학기술 실패에 대한 포용력 부족으로 연결된다는 지적을 받고 있다. 한국의 과학기술 실패에 대한 인식 체계에 어떤 문제점이 있는지 확인하기 위하여 한국과 미국 언론의 과학기술 실패 보도 사례를 비교 분석하기로 하였다. 비교 분석을 위해 특정한 동종의 과학기술 실패 사례 가운데 미국과 한국의 초기 우주발사체 실패 사례를 연구 사례로 선정하였다. 양국의 최초 우주발사체인 ‘Vanguard`와 `나로호’실패 보도를 연구 사례로 선정했으며, 분석 대상 매체로‘뉴욕타임즈’와 ‘워싱턴 포스트’, ‘조선일보’와 ‘동아일보’를 선정하였다. 과학기술 실패 보도 프레임 분석을 통해 미국과 한국 언론이 ‘격려’ 프레임과 ‘책임’프레임, ‘학습’프레임에서 각각 유의미한 차이가 있음을 확인할 수 있었다. 특히 미국의 언론은 한국 언론보다 적극적으로 ‘격려’와 ‘학습’ 프레임을 구사한 것으로 나타났다. 이것은 미국 사회가 한국 사회보다 과학기술에 대해 더욱 진취적이고 적극적인 태도를 갖고 있다는 반증으로 볼 수 있다는 점에서 의미있는 결과라고 할 수 있다. 본 연구를 통해 한국 사회가 바라보는 실패에 대한 인식 태도를 비교 분석할 수 있었다. 또한 과학기술 연구 과정에서 나타나는 실패가, 과학기술 연구의 성공을 이루는 하나의 프로세스로서 의미있는 과정임을 확인할 수 있었다.
