Since the presidential election in 2007, Chungchung Province and the science and technology community have been continuously interested in promoting the “International Science & Business Belt” (here after ISBB). It is a large-scale government project, touching upon many different areas including science, politics, and economy. In May 2011, the project was finally approved.
In this context, this study explores various “news frames” and how these have influenced on people’s perception of the ISBB. I analyzed KBS, MBC, and SBS, the three main national terrestrial broadcasting channels, along with Daejeon KBS, Daejeon MBC, and TJB, local Chungnam channels, for a year and five months from January 2010 to see which news frames were used to report on the ISBB. The content of these reports focused on such phrases as “central government policy”, “politician’s policy” and “local government policy”. 39.92% of the reports carried a neutral tone, while 41.60% of them a negative one; with regards to the future of the ISBB, 57.56% were neutral and 28.15% were negative. The news frames that were identified are: economic and political, attributions of responsibility, resistance, conflict, and science??the science news frame was only used 2.10% of the time.
Finally, this study on news frames revealed that professionalism needs to be improved within the fields of science journalism and science news reporting.
2007년 대통령선거 이후 충청권과 과학기술계가 지속적으로 관심을 가져 온 “국제과학비즈니스벨트”는 정치, 경제, 과학 등 여러 영역에 걸친 대규모 국책사업이었으며 2011년 5월 최종적으로 입지를 확정하였다.
본 연구는 다양한 뉴스 프레임과 이것이 국민 대중의 “국제과학비즈니스벨트” 이해에 어떻게 영향을 끼쳤는지 검토해보고자 하였다. 지상파 텔레비전 전국방송인 KBS, MBC, SBS와 해당지역인 대전, 충남지역의 지상파 텔레비전 방송인 대전KBS, 대전MBC, TJB대전방송의 메인 종합뉴스에서 2010년 1월부터 1년 5개월간 “국제과학비즈니스벨트”로 보도된 뉴스의 성격과 프레임을 분석하였다. 기사의 내용으로는 ‘중앙정부의 정책(대책)’, ‘정당 및 정치인의 정책(대책)’, ‘지방정부의 정책(대책)’의 순으로 나타났다. 기사의 논조에서는 중립이 39.92%, 부정이 41.60%이었고, 기사의 보도 전망으로는 중립적 전망이 57.56%, 비관적 전망이 28.15%로 분석되었다. 뉴스 프레임은 (정치)경제적 결과프레임, 책임귀인프레임, 대항프레임, 갈등프레임의 순이었고, 과학해설프레임은 2.10%의 낮은 빈도를 나타냈다.
결론적으로 이번 국제과학비즈니스벨트 뉴스 프레임 연구는 과학저널리즘과 과학뉴스의 분야에서 전문성의 개선 필요성을 드러냈다.
