This paper analyzes the role that former Korean presidents played in growing Korea from almost nothing to one of the nuclear power houses in just half a century. The presidents that this paper looks at are the ones who were in office during the era and immediately after the Republic of Korea was founded. In addition, this paper studies how the media covered the presidents’ performance in nuclear development and what frame it used to report the nuclear stories. The completed survey of 1,628 cases in media reports from papers, such as Chosun, Donga, and Kyung-Hyang is based on six frames 1) nuclear promotion, 2) conflict and tension, 3) environmental safety, 4) alternative energy development, 5) responsibility investigations, and 6) agreement and cooperation. The paper divides the nuclear development timeline into two eras before and after 1988. The paper also examines the media reports in each era on historical background, technology development, communication, and international relations in atomic energy.
To summarize, this study shows that Korean presidents before 1988 played a significant role in nuclear development. While the presidents before 1988 focused on domestic nuclear promotion, the presidents afterwards emphasized international relations centering on atomic energy. The study also reveals that every time a new president took office, the direction of nuclear policy was changed depending on the situation and the will of the newly elected president. In addition, Korean presidents had restrictive authority over the development of nuclear weapons and the North Korean nuclear issue. There is a clear difference in the tone of the press in covering nuclear policies before and after 1988 and most press releases by the presidents were passive and had lopsided views.
The conclusion of the paper is that press releases on nuclear issues by presidents need to be improved in a more objective, analytical and scientific way. Nuclear development is under the direct influence of the president’s will and interest, therefore the president needs to show consistent interest and make efforts to continuously nurture core energy sources like atomic energy. Moreover, a national energy management system needs to be established by which nuclear policy is executed according to the vision and strategy on national energy issues.
In the future, further study needs to be done on a desirable decision making system for nuclear policy as well as science and technology policies. Accordingly, a study on the role of media and journalists in covering nuclear development and policies should also be systematically implemented.
본 논문은 한국이 과학기술 기반이 거의 전무한 상태에서 불과 반세기만에 원자력 강국이 될 수 있었던 요인으로 1988년 이전과 이후 대통령의 역할이 어떠했고, 과연 미디어는 이를 어떠한 틀과 내용으로 보도했는가를 분석했다. 조선·동아·경향신문 총 1,628건의 보도를 전수조사했으며, 1) 원자력진흥 2) 갈등대치 3) 환경안전 4) 대체개발 5) 책임규명 6) 합의협력 등 6개 프레임을 사용해 분석했다. 1988년 이전·이후 시기를 구분해 원자력 관련 시대적 배경, 원자력 기술 발전, 커뮤니케이션, 국제관계에 대한 언론보도 내용분석을 실시했다.
연구결과를 요약해 보면 1988년 이전 대통령들이 우리나라 원자력진흥에 직접적 영향을 미쳤다. 1988년 이전 대통령들은 국가 내부의 원자력진흥을 위해 노력했지만, 1988년 이후 대통령들은 원자력 관련 국제관계에 초점을 맞췄다. 또한, 정권이 교체될 때마다 시대적 상황과 대통령의 의지에 따라 원자력 정책이 달라졌다. 핵무기 개발 및 북한 핵실험 문제는 대통령 권력이 제한적이었다. 언론 관점에서 보면 1988년 이후 언론 보도의 논조가 뚜렷한 차이를 보였으며, 역대 대통령의 원자력 및 핵 관련 보도는 수동적이고 일방적이었다.
본 논문의 결론은 대통령의 원자력 관련 보도가 객관적·분석적·과학적 보도로 개선되어야 한다는 것이다. 또한 원자력진흥은 대통령의 의지와 관심이 직접적으로 영향을 미치기 때문에 원자력과 같은 국가 핵심 에너지원에 대한 대통령의 지속적 관심과 육성이 필요하다는 점과 국가적인 에너지 비전 및 전략에 따라 원자력 정책이 집행될 수 있는 국가 에너지경영 시스템 확립이 필요하다는 것이다.
앞으로 과학저널리즘 차원에서 바람직한 원자력 및 과학기술 정책 주요 결정그룹에 대한 모델 연구와 그에 따른 미디어 또는 기자 역할 모델 연구도 체계적으로 활성화되어야 한다.
