This paper is designed to present a political guideline and solution for net neutrality, emerging issue of industry. This paper is premised on emerging various social and economical issues including network investment and unfair service because smart service has been provided. We analyze SmartTV service as a corroborative evidence related to network traffic, and then make an analysis on social and economical effects and side-effects on rapid increasing of network traffic. SmartTV, which can lead to extremely high data traffic, is going to be the major cause of networking overload.
Subsequently we analyze a conflict structure of industrial network system, and lead out the best solution to the conflict. Simply classifying two principal component ISP/CP(Provider) and Users in the network industrial system, we analyze three conflict types; Provider(ISP/CP) vs. Users, Users vs. Users and Provider(ISP) vs. Provider(CP). In the case of Users vs. Users conflicts, we focus on public welfare problem which has arisen by appearing of heavy network traffic users. In the case of Provider vs. Users conflicts, we are trying to work out an answer by emerging user`s right to choice of provider`s management right.
Consequently, all of conflicts get involved with conflict between Provider and Users. Therefore, we explore solutions related to the sources of investment, network management and differentiated service. In conclusion, we suggest a guideline for requirement of specific policy lead by government based on regulation and competition.
본 논문은 산업계 현안으로 떠오른 망 중립성 해법과 정책적 가이드라인을 마련하는 데 목적을 두었다. 논문에서는 먼저 스마트한 서비스가 나오면서 네트워크(IP) 트래픽이 크게 늘어나고 이에 따라 망 투자와 불공정 서비스 등 다양한 사회, 경제적 이슈가 출현할 것이라는 전제에서 출발했다. 트래픽과 관련해서는 스마트TV를 실증 사례로 분석했으며 현안과 트래픽 폭증에 따른 부작용, 사회와 경제적 파급 효과 등을 면밀히 분석했다. 스마트TV는 데이터 트래픽 유인 면에서 앞으로 네트워크 과부하의 대표 주범의 하나로 논란이 가중되는 상황이다.
이어 네트워크를 둘러싼 생태계 주체별 갈등 구조를 분석하고 올바른 대안을 모색해 보았다. 네트워크 생태계를 ISP/CP(공급자)-사용자 세 개 주체로 단순화하고 공급자-사용자, 사용자-사용자, 공급자-공급자 등 세 개 모델을 통해 갈등 상황을 분석했다. 사용자와 사용자 갈등 구조에서는 헤비 트래픽 사용자 등장에 따른 공평한 사회 후생 문제, 공급자와 사용자 분석 모델에서는 사용자의 선택권과 공급자의 운영권 측면을 부각해 갈등의 해결 고리를 찾는 데 주력했다.
마지막으로 모든 갈등 구조가 결국 공급자-공급자 모델로 수렴한다고 판단하고 이 모델을 중심으로 경제적 현안인 투자 재원, 망 관리, 차등 서비스 관점에서 대안을 모색해 보았다. 마지막 결론 부분에서는 규제와 경쟁 두 축을 기반으로 정부 주도의 세부 정책 수립이 필요하다는 전제에서 이를 위한 가이드라인을 제시하는 데 이번 연구의 목적을 두었다.
