This thesis describes and analyses successful development of Complex Product System(CoPS) in latecomer country and evolution process of organizational capability during the development. Conventional researches on the development of CoPS in latecomer country indicate the participation of public institution as a system integrator, and strong public procurement, as the features of CoPS development in latecomer countries. However, these literatures provide limited explanation on how above features affect latecomer countries’ organizational capabilities for developing CoPS to differentiate from that of advanced countries. Based on mentioned limitation, this thesis analyzes (1) process of systems integration capability in latecomer countries, where the public institution do roles as system integrator in CoPS development, and (2) reasons of differentiation in the patterns of developing systems integration capability, by focusing on ‘systems integration capability’, core organizational capability for CoPS development. For analysis, this thesis selected the case of seawater desalination plant development in Korea, which was initiated by public enterprise. Particularly, this thesis adopts theories developed by Prencipe(2000, 2003), Davies and Hobday(2004) which categorize systems integration into ‘Synchronic’ and ‘Diachronic’ dimension, to identify development process of systems integration capability, more specifically. From the analysis on development case of seawater development case, following implications are derived. (1) Mainly synchronic dimension of systems integration capabilities is developed, rather than diachronic dimension, in the initial stage of CoPS development in latecomer countries, where public institution mainly do role as system integrator. It is different from the cases of advanced countries, where synchronic and diachronic dimension are developed simultaneously. (2) This difference is derived from the nature on technological innovations in public enterprise, which tends to focus more on ‘generic’ technological field, rather than ‘appropriate’ one. Finally, this thesis explains novel patterns of accumulating systems integration capabilities in latecomer countries, which is different from that of advanced countries. Additionally, by providing more comprehensive understanding on public roles in CoPS development, which has been assessed positively, this thesis suggest implication on CoPS development in latecomer countries.
본 논문은 후발국에서의 성공적인 복합제품 시스템 개발과, 개발 과정에서 보여지는 조직역량의 진화 과정을 분석한다. 기존 후발국의 복합제품시스템 개발에 대한 연구는, 선도국의 복합제품 개발과 대비되는 후발국의 복합제품 시스템 개발 과정의 특징으로서 공공부문의 통합자로서의 참여 및 강력한 공공구매를 특징으로 들고 있다. 하지만, 구체적으로 이러한 차이점으로 인해 복합제품 시스템 개발을 위한 조직역량이 선도국과는 어떻게 다른 양상으로 배양되는 지는 설명하지 않고 있다. 이러한 점에 기초하여, 본 연구는 복합제품 시스템 개발에 핵심적인 조직 역량인 시스템 통합역량에 초점을 맞추어, 다음과 같은 점을 분석하고자 한다. (1) 후발국에서 공공부문이 시스템 통합자의 역할을 맡음으로써 선도국과는 다른 모습으로 나타나는 후발국 고유의 통합역량 진화의 양상. (2) 통합역량 진화의 양상이 다르게 나타나게 되는 이유. 이를 위해 분석하기 위해 본 연구는 제품 개발 초기에 공기업이 주도한 한국의 해수담수화플랜트 개발 사례를 분석하였다. 특히 시스템 통합역량의 진화 과정을 구체적으로 살피기 위해 Prencipe(2000, 2003), Davies and Hobday(2004)의 이론적 틀을 빌어 Synchronic과 Diachronic이라는 두 가지 측면의 시스템 통합 역량 구분을 도입하였다. 이를 바탕으로 한국의 해수담수플랜트 개발 사례를 분석하였고, 다음과 같은 함의점을 도출하였다. (1) 후발국에서의 복합제품시스템 개발에서 통합자의 시스템 통합 역량 배양은 Diachronic 적인 측면에 제한되고, Synchronic적인 측면에 주로 치우쳐 발전하는 모습을 보인다. 이는 Synchronic 차원과 Diachronic차원이 동시에 배양되는 선도국과는 다른 모습이다. (2) 이와 같은 차이는 전유적인(appropriate) 기술혁신보다 일반적인(generic)한 기술혁신에 치중하는 공기업의 기술혁신 특성에 기인한 것이다. 이를 통해 본 연구는 복합제품시스템 개발에 있어 선도국과는 다르게 나타나는 후발국 고유의 시스템 통합역량의 축적 과정을 설명한다. 또한 후발국의 복합제품시스템 개발에 있어, 긍정적으로만 평가되어 온 공공부문의 역할에 대해 보다 종합적인 견해를 제시함으로써, 후발국의 복합제품시스템 개발에 대한 함의점을 제시한다.
