Technical standards increasingly play a significant role in technological innovations and their diffusion. Particularly, formal interface standards, not only affect the potential of market diffusion and hence economic performance, but also the direction of future innovations, hence competitiveness. As a matter of fact, the development and use of technology standards is largely controlled by firms and organizations from developed countries. It has been studied quite well. However, a large Standardization Gap in access, usage and development of formal ICT standards was reported between developed, developing and Least Developed Countries (LDCs). In this respect, Korea can be considered a somewhat successful case of catch-up in formal ICT standards. Although the literature about East Asian technological capabilities accumulation and learning elaborates the processes of catch-up, differences in their application and underlying factors, similar explanations for the role of standards and their evolution during catch-up are not available. This dissertation mainly addresses and contributes to the gaps by studying inner details of the evolution of standardization and standards capabilities during long term catch-up of South Korea and its transition to the technology frontier. Using the Korean cases of ICT systems and standards development over last two decades, at first, it suggests a variety of paths a nation can take for standards development at the frontier, once it has accumulated a minimum level of capabilities. The underlying factors and evolutionary changes leading to the variety of paths to technological frontier are elaborated, which include the characteristics of technological trajectories, process of standards-setting and the strategic focus at the national level. Therefore, it is possible for catching-up nations not only to achieve higher rates of innovation near to technology frontier but also to develop systems and standards in related but different domains for which the technological capabilities were accumulated. It implies continued focus and support for building standards capabilities if a nation wants to become leader in ICTs. A nation should not be bogged down by low returns from engaging in standards usage and development in the early stages of catch-up because there can be higher returns near to the technological frontier, mainly in terms of competitiveness. Moreover, the dissertation focuses on the historical evolution of the national standards system of South Korea within the national innovation system. It sheds light on the co-evolution of two types of policies and projects, “Generic” and “Strategic”. Their co-evolution and appears to support the evolution of national standards system and standards capabilities in three distinct phases of catch-up, named as Participation, Implementation and Definition of standards. The common characteristics of policy making, its realization, and standards-setting had been changing visibly in each of the phases, for which underlying stylized facts are also derived. Whereas both the themes addressed within the domain of standards catch-up confirm similar patterns to the technological catch-up (i.e. reverse of the product cycle), they provide additional insights. It is among the early studies exploring standardization from neo-Schumpeterian perspective. Moreover, it suggests a standards policy framework for second-tier developing countries, while the account of catch-up in standards at national level is one of the most detailed available both for a developing country in general and South Korea in particular. It further indicates some future research directions for standards and standardization in the developing and least developed countries.
기술 표준은 기술 혁신 및 확산에서 점점 더 중요한 역할을 하고 있다. 특히 공식 인터페이스 표준은 시장 확산 및 그로 인한 경제 성과뿐만 아니라 미래 혁신의 방향 및 경쟁력에도 영향을 미친다. 사실 기술 표준 개발 및 사용은 거의 선진국의 기업과 조직에 의해 통제되고 있으며, 이는 그 동안 매우 잘 연구된 바 있다. 그러나 공식 ICT 표준의 접근, 사용 및 개발에 있어서 선진국, 개발도상국 및 저개발 국가들 간에 큰 표준화 격차가 나타나고 있다. 이러한 관점에서 한국은 공식 ICT 표준에서의 성공적 추격 사례로 볼 수 있다. 전반적으로 동아시아 기술 역량 축적 및 학습에 관한 문헌은 추격의 과정, 이의 사용 및 근본적 요소들을 서술하고 있고, 표준의 역할에 대해서도 비슷한 설명을 하고 있을 뿐 추격 시기의 표준 진화에 대해서는 서술하고 있지 않다. 본 논문은 기술 프런티어로 전환하는 장기 추격 과정에서의 기술 역량 및 표준 진화과정을 상세히 연구함으로써 주로 이러한 표준화 격차에 대해 설명하였다. 지난 20여년 간 한국의 ICT 시스템 및 표준 개발 사례를 사용하여, 본 논문은 먼저 최소 수준의 역량 축적 후 한 국가가 프런티어 표준 개발을 위해 사용할 수 있는 여러 경로를 제시한다. 기술 궤적의 특징, 표준 설정 및 국가 정책의 전략적 초점을 포함하여 기술 프런티어를 향한 다양한 방법의 요소 및 진화적 변화들이 기술되었다. 따라서 추격국들은 기술 프런티어에 근접한 높은 수준의 혁신을 달성할 수 있을 뿐만 아니라 축적된 기술 역량을 통해 연관된 다른 분야의 시스템 및 표준을 개발할 수 있을 것이다. 이는 한 국가가 ICT에서 선도국이 되기를 원한다면 표준 역량 형성을 위한 지속적인 관심 및 지원이 있어야 함을 의미한다. 더불어 본 논문은 국가 혁신 시스템 내에서도 한국 국가 표준 시스템의 역사적 진화에 초점을 맞추었다. 이는 두 종류, 즉 ‘포괄적인(Generic)’ 정책 및 프로젝트와 ‘전략적(Strategic)’ 정책 및 프로젝트의 공진화를 해명한다. 이들의 공진화는 국가 표준 시스템의 진화 및 표준에의 참여, 실행, 정의로 구성된 추격 삼 단계의 표준 역량을 뒷받침한다. 정책 수립 및 현실화와 표준 제정의 공통점은 각 단계별로 다르게 나타나며, 이를 바탕으로 서로 다른 정형화된 사실 역시 도출할 수 있다. 표준화 추격 분야의 주제들이 기술적 추격과 비슷한 패턴을 보이기는 하지만, 이들은 새로운 통찰력 역시 제공한다. 이는 네오슘페터리안 관점에서 표준화를 분석하는 초기 연구들에서 찾아볼 수 있다. 더불어 국가 차원에서의 표준 추격은 일반적인 개발도상국과 한국의 사례에서 찾아볼 수 있지만, 후발 개발도상국가들을 위한 표준화 정책 프레임 워크 역시 제시되었다. 또한 본 논문은 개발도상국의 표준과 표준화에 대한 연구 방향 역시 보여주고 있다.
