Rethinking the Public Health Policy of the United States Army Military Government in Korea, 1945-1948

Abstract: The American Occupation was one of the most important periods in the Korean history of public health as well as in the history of the nation as a whole. It has been arguably presumed that many salient features of contemporary Korean society were molded out of this three year`s American military rule, and public health gives no exception. The American military authorities established their own national public health system, which influenced the future development of public health and provided the structural foundations for the contemporary national public health system. This paper intends to examine the characteristics of the new public health system by comparison with the previous ones, especially the one during the Japanese colonial era. It visits the central public health administrative organization, the newly trained public health professions, and the restored national laboratories, and shows that the new public health system had distinctive and different ideology and outlook for public health from the past ones. Contributing to the historiography of the Korean public health, this paper argues that it needs to incorporate consideration of the post-colonial period, especially the American Occupation, in understanding the introduction of modern public health in Korea.

미군정 보건정책 재조명, 1945-1948

요약문: 미군정기는 한국 현대사에서 가장 중요한 시기 중 하나로 여겨진다. 한국 현대사 연구는3년이 채 안되는 이 시기에 현대 한국사회의 많은 특징들이 비롯되었다고 밝혀 왔지만, 미군정의 보건 정책은 다른 정치??사회적인 이슈에 비해 상대적으로 연구자들의 관심을 받지 못하였다. 미군정이 한국(남한)에 진주한 이후 새롭게 설립한 보건행정체제는 이후 한국 보건사업의 발전에 큰 영향을 미쳤고 현대 한국 보건행정의 근간을 이루고 있다. 이 논문은 미군정 보건행정의 특징을 이전 시기, 특히 일제 식민지 시기의 보건행정과 비교분석하는 것을 목표로 한다. 미군정의 보건 행정을 중앙행정조직, 전문인력, 국가연구소로 나누어 살펴봄으로써 이 논문은 미군정기의 보건행정체제가 갖고 있는 이전 시기의 것과 구별되는 새로운 특징들을 보여준다. 이를 통해 저자는 한국 보건사연구의 중요한 주제인 ‘근대적 보건의 도입’을 이해하려 할 때, 그 동안 주로 논의되어왔던 구한말이나 일제 식민지시기를 넘어 미군정기도 고려해야 한다고 주장한다.
