Carbon market is becoming the biggest topic for sustainable management among countries and companies and is rapidly rising as a new growth engine including fast increase in its scale every year. Companies in advanced countries are securing much profit by investing in greenhouse gas reduction projects and carbon reduction credits and advanced countries are fiercely fighting for initiative to preoccupy carbon market.
In Korea, a voluntary carbon market was opened in Oct. 2005 for the first time. This study intends to analyze operation status and achievement of the voluntary carbon market and grope for a direction of future advancement.
The biggest achievement of the domestic carbon market is, above all, the actual reduction in greenhouse gas. The next achievement is in commercializing greenhouse gas emission reduction as a financial commodity and presenting its price model. It also presented a model case in the aspect of integration between world markets of carbon reduction credits by linking the domestic greenhouse gas emission reduction to EUA which is the most meaningful carbon reduction credit internationally, and provided domestic companies with a chance to learn international carbon market.
However, though greenhouse gas emission reduction is greatly increasing every year, most of the emission reduction is being purchased by the government. In order to lighten the burden of government budget, spread reduction culture and operate sustainable market, there should exist actual end-users in other than the government. For this reason, invigoration of Carbon Neutral Program and connection with overseas carbon markets will become important issues in advancement of carbon market in the future.
탄소시장은 지속가능 경영을 위한 국가와 기업의 최대의 화두가 되고 있으며, 매년 그 규모가 비약적으로 증가하는 등 새로운 성장동력으로 급부상하고 있다. 선진국의 기업들은 온실가스 감축사업과 배출권에 투자하여 많은 수익을 확보하고 있으며, 탄소시장을 선점하려는 선진국들의 치열한 주도권 싸움이 전개되고 있다.
우리나라에는 2005년 10월 국내 최초로 자발적 탄소시장이 개설되었다. 동 연구는 자발적 탄소시장의 운영현황 및 성과를 분석하고 향후 발전방안을 모색하고자 한다. 국내 탄소시장 운영의 가장 큰 성과는 무엇보다 실질적인 온실가스 감축이다.
다음의 성과로는 온실가스 감축실적을 금융상품화하였고 이에 따른 가격모델을 제시한 점이다. 국내 감축실적을 국제적으로도 가장 의미있는 탄소배출권인 EUA에 연동시킴으로써 전세계 배출권 시장간의 통합이라는 측면에서도 하나의 모범사례를 제시하였으며, 국내의 기업들에게는 국제탄소시장에 대한 학습기회를 제공하였다.
그러나, 온실가스 감축실적은 매년 크게 증가하고 있으나 감축실적의 대부분은 정부가 구매하고 있다. 정부예산의 부담을 덜고, 감축문화 확산, 지속가능한 시장운영 등을 위해서는 정부 외의 실수요자가 존재해야 한다. 그런면에서 Carbon Neutral Program의 활성화와 해외 탄소시장과의 연계 등이 향후 탄소시장 발전에 있어 중요한 이슈가 될 것이다.
