The conventional fractional frequency reuse (FFR) schemes have been considered in multi-cell environments in which all base stations (BS)s are fixed and the transmit power of each BS is also fixed. On the other hand, if we take into account mobile base stations (MBS)s, inter-cell interference between MBSs using the same band varies dynamically. Moreover, in the tactical environment, we assume no handoff and always-on connections. We propose a dynamic FFR scheme in tactical networks consisting of multiple MBSs so that we support the minimum data rate requirement of all mobile nodes (MN)s with a minimum transmit power. We evaluate the performance of the proposed scheme in the tactical environment and show that the required data rate can be satisfied even in the very harsh inter-cell interference environment.
